No Stonebridge residents were present
at the workshop session on Nov. 23.
Pisula proposed a research of the
project that will result in a "conceptual level report."
Gathering information already
available, the report would produce a "field of constance," using
existing topography and other types of maps. It would take in known
drainage patterns and estimate flow rates and storage volumes, as
well as factor in tributary areas for the subdivision.
The report is the right starting
place. The information used will be an estimate, Pisula said. Prior
to 1994 the area was fields. Rainwater was more evenly distributed
and absorbed before houses were built. Now water flows faster.
If approved, the report will take
one month to develop and cost $9,760. It will include a
recommendation and three alternatives. Pisula assured the council
that doing this type of study before undertaking any project like
this is the industry standard.

LDN contacted one of the lead
spokesmen from Stonebridge on Friday to see if the residents had a
response. Garland Brinner said he said he was out of town the night
of the meeting but that he knew of the recommendation. He said he
hadn't had opportunity to speak with the other residents about it
yet, with it being a holiday.
Brinner had asked for a meeting with
the mayor, city attorney and sewer manager last month to raise
interest in pursuing a solution. He said he will probably try to get
another meeting with the mayor. He also said that he intends to try
to be at the council meetings when it is discussed.
