fails in U.S. House

[OCT. 2, 2004]  WASHINGTON -- An attempt to amend the U.S. Constitution to define marriage as between one man and one woman failed in the U.S. House of Representatives Thursday by a vote of 227 for and 186 against, with 21 not voting.
