Adds Sangamon County and Elkhart to
Lincoln-Logan County
intergovernmental agreement

A plan to extend the
Lincoln/Logan Enterprise Zone to four new sites was approved by the
Lincoln City Council. The extension adds the Formosa Plastics plant
at Illiopolis, in Sangamon County, and it adds the property where
CornBelt Energy would like to build a power plant in Elkhart. The
extension also adds two property areas in Lincoln

The measure, which first passed the
Regional Planning Commission on Sept 1, changes the organization
from two to four units of government involved. The new
intergovernmental agreement between Lincoln, Logan County, Sangamon
County and Elkhart calls for a presiding organization composed of
the Lincoln mayor and a representative, the Logan County Board
chairman and a county representative, the village of Elkhart
president, and the Sangamon County Board chairman. An administrator
will be appointed for the day-to-day operations.
Sangamon
County passed the plan two weeks ago. It met with preliminary
approval from the Logan County Board last Thursday. It will come up
for a final vote from the county tonight. Next it will be presented
to the village of Elkhart. Then it will go forward to the state
zoning office of Illinois Commerce for final approval.
