[APRIL 28, 2005]  BLOOMINGTON -- Sen. Bill Brady issued the following statement Wednesday regarding the audit of the Illinois Department of Central Management Services by Auditor General William Holland:

"The CMS audit is a troubling look at the state agency that is responsible for ensuring the state's procurement practices, policies and laws are followed to the letter.

"It documents a complete disregard for ensuring taxpayer dollars are spent responsibly, much less wisely. It shows the administration's claims of cost-cutting, savings and reform are more empty promises from the governor. It is a blistering denouncement of the way the Blagojevich administration does business. This 'new way of doing business' is getting old for us in Illinois.

"The practices and performance of CMS demand a complete and thorough review by the General Assembly and the attorney general so we can regain the trust of Illinoisans who see a lack of management, a lack of ethics and a lack of leadership from the governor and his administration.

"I am calling on the state comptroller to withhold any payments to vendors whose contracts were not properly awarded and executed. I am also calling on the governor to return any political contributions he has received from vendors with contracts that were not bid or not awarded in accordance with state law."

Brady, a Bloomington Republican who is exploring a run for governor, is the sponsor of two bills designed to restore integrity to state government. One would prohibit the holders of no-bid state contracts from making political contributions to the official whose office administers those contracts and likewise prohibit political contributors from receiving no-bid contracts. The other requires that all state bonds be issued through public and competitive bidding.
