Mitchell files legislation that would prohibit illegal aliens from securing state-backed mortgages

[DEC. 17, 2005]  FORSYTH -- State Rep. Bill Mitchell has filed legislation prohibiting illegal aliens from securing state-backed mortgages. Mitchell filed the bill after Gov. Rod Blagojevich announced that he wants to create a state loan program to provide mortgages to low-income individuals who may not have a Social Security number.

"While I support making it easier for low-income families to buy a home, I am concerned that the governor's proposal creates a special benefit for individuals who are living in Illinois illegally," said Mitchell. "I don't believe the taxpayers of this state should be held financially responsible for a mortgage, should the borrower default on the loan."

Earlier this week, Blagojevich announced the creation of the Opportunity I-Loans Program within the Illinois Housing Development Authority. This program would allow loans to be awarded to individuals with an Individual Taxpayer Identification Number. Illegal immigrants who have applied for and have received an ITIN would be eligible for the new loans.

Mitchell's bill, House Bill 4248, says funds in the Illinois Affordable Housing Trust Fund may not be used to make a grant, mortgage or other payment to or on behalf of an illegal alien.

"Some 11 million illegal immigrants are estimated to be living in the United States, and many lenders are making mortgages available to them despite their legal status. What private business does is their own decision, but I oppose backing these loans with taxpayers' hard-earned dollars, which is why I have introduced this bill," said Mitchell.
