[JAN. 22, 2005]  SPRINGFIELD -- Gov. Rod Blagojevich signed the following bills into law on Jan. 18:

House Bill 0640

Concerning: Elections

Description: Amends the Election Code. Establishes the standards the State Board of Elections must comply with in creating and maintaining a centralized statewide voter registration list.

Action: Approved

Effective: Immediately

Senate Bill 0184

Concerning: Peoria Port District Act

Description: Amends the Heart of Illinois Regional Port District Act. Provides that the board of the Heart of Illinois Regional Port District may take action by motion, ordinance or resolution, except when authorizing the expenditure of funds in excess of $5,000, which must be done by ordinance.

Action: Approved

Effective: Immediately

Senate Bill 1641

Concerning: Department of Military Affairs funding

Description: Amends the Military Code of Illinois and the Line of Duty Compensation Act. Expands the definition of "killed in the line of duty" to include losing one's life while on active duty as an armed forces member in connection with the Sept. 11, 2001, terrorist attacks on the United States.

Action: Approved

Effective: Immediately

Concerning: Legislative commissions

Description: Clarifies language in the Illinois Administrative Procedure Act relating to the Joint Committee on Administrative Rules. Clarifies that the committee cannot suspend existing rules.

Concerning: Naprapathic practice

Description: Amends the Pharmacy Practice Act of 1987. Clarifies the practice of "dispensing" medications.

Concerning: Municipal CD -- extend Waukegan TIF

Description: Extends the term of two tax increment financing districts in Waukegan from 23 years to 35 years.

Senate Bill 2617

Concerning: Optometric practice -- civil penalty

Description: Amends the Illinois Insurance Code, the Health Maintenance Organization Act and the Limited Health Service Organization Act. Prevents an insurance company or its ownership from mandating that optometrists purchase eyeglass frames or other optometric goods and services beyond those that are needed to meet the demand of their patients.

Action: Approved

Effective: Immediately
