[JAN. 24, 2005]  SPRINGFIELD -- Gov. Rod Blagojevich signed the following bills into law on Friday:

House Bill 2577

Concerning: Public labor -- small government units

Description: Amends the Illinois Public Labor Relations Act. Changes the minimum number of employees of a unit of local government to which the act applies from 35 to five.

Action: Approved

Effective: Immediately

House Bill 757

Concerning: Education

Description: Amends the School Code. Adopts "Brittany’s Law," allowing special education students to participate in graduation ceremonies with their class, even if they are not graduating and will continue to need services from the school. Makes changes to the ballot formats used to elect school board members, including that school board candidates for unexpired terms must precede the candidates who are vying for a full term on a ballot. Provides that a canvass of the votes at an election shall be made within 21 (instead of seven) days after the election. Resolves inconsistencies between PA 93-803 and 93-858 with regard to the age at which students who have dropped out must be allowed to re-enroll and the age at which they may be denied enrollment.
