Lincoln's famous
rooftop telephone booth. The booth on top of Lincoln City Hall was
established for weather-spotter use by Civil Defense director Larry Shroyer.
Logan County Emergency Management Agency now deploys a network of volunteer
spotters throughout the county when needed. Cell phones have changed
communication accessibility.
