House Bill 4960

Concerning: Local government

Description: Amends the Fire Protection District Act. Requires that fire board trustees be notified of a hearing on a petition to transfer certain territory from a fire protection district to another district.

House Bill 5220

Concerning: State government

Description: Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Authorizes the department to enter into a contract with a term of not more than 50 years (currently seven) for use, maintenance, servicing and repair of locomotives and rolling stock, as well as stations and other facilities for intercity rail passenger service. Further allows the department to purchase locomotives and rolling stock.

Senate Bill 509

Concerning: Transportation

Description: Amends the Illinois Vehicle Code. Establishes park zone speed limits.

Concerning: Local government

Description: Amends the Fire Department Promotion Act. Authorizes and does not limit the right of an exclusive bargaining representative to "require" an employer to negotiate promotion to certain ranks.

Concerning: Local government

Description: Extends the tax increment financing district in Gardner from 23 to 35 years.

Senate Bill 2252

Concerning: State government

Description: Amends the Secretary of State Act. Provides that the secretary of state is authorized to create a fund outside the state treasury, to be known as the Secretary of State Antique Vehicle Show Fund.

Senate Bill 2254

Concerning: State government

Description: Requires certain individuals in the Home and Community Based Waiver Program for Persons with Developmental Disabilities to have an individualized behavioral support plan. Explicitly prohibits the use of certain inhumane treatments for individuals with developmental disabilities.

Senate Bill 2277

Concerning: Gaming

Description: Amends the Illinois Horse Racing Act of 1975. Clarifies horse racing revenue distribution to the Urbana Park District and Chicago Park District museums, aquariums and zoos.

Senate Bill 2650

Concerning: Vehicles

Description: Amends the Illinois Vehicle Code. Outlines how fees from some traffic violations are divided between the state and local governments. Prohibits certain systems to record speeds without a law enforcement officer present. Provides guidelines for automated enforcement of construction zones.

Senate Bill 2868

Concerning: State government

Description: Amends the Capital Development Board Act and the Energy Efficient Commercial Building Act. Allows the most current edition of the International Energy Conservation Code to always be the current standard for energy efficiency in privately funded commercial buildings.
