Farm sale, juvenile costs up, bike trail enhancements and more

[JUNE 27, 2006]  The county farm is now up for sale. The survey showed the property located northwest of Lincoln off old Route 121 to be 9.767 acres. Arrangements are under way for a mid-July auction. The auction will start with the opening of sealed bids, with option to raise bids at the opening. The county will reserve the right to reject any and all bids. When available, details of the sale will be in the classifieds.

The preliminary draft of the county's new comprehensive plan is available for review. Public hearings will be held in Atlanta, Elkhart, Lincoln and Mount Pulaski during the month of July.

The board approved two additional 300-day contracts with McLean County for juvenile detention. The county has already used 190 days of the first extension. To be expedient, the second contract was added at this time. The contract reduces the rate to $85 per person, per day. Any leftover days would be carried over to the next contract year, finance chair Chuck Ruben said.

A $3,000 Main Street grant for a downtown bike trail has been received. According to John Sutton, the grant is being used to put in a water fountain and bicycle racks. The bike racks will be located in Scully and Latham parks.

The Latham Park bandstand will be getting some patching up. Boy Scout Corey Bell has offered to lead the project, which involves raising funds, some construction, cleaning the drain, stucco and paint. Bell is pursuing the work as part of his Eagle Scout project.

The board approved to change zoning on a Chestnut property from B-1 to M-1. The request came from Thomas Becker and Russell Hamilton. They are planning to start up a business at the old school grounds east of Route 54. It involves some manufacturing not much different from what has been done there in the past. There was no opposition to the request at public hearings of either the Logan County Regional Planning Commission meeting or the appeals board.

The county board was made aware that the B-1 zoning was incorrect when it was first applied to the property and that this situation is representative of the same problem that exists in a number of other areas, particularly around older grain elevators. The planning commission and the county board's planning and zoning committee will be looking into this zoning designation further and doing a review of zoning countywide in the near future. County coordinator Dewey Colter is steering that process.

R.L. High was awarded the bid to renovate the Logan County Courthouse dome. High was the contractor who did the roof in the '70s. His bid of $93,753 includes roof repairs, reglazing windows, replacing Plexiglas, renewing stucco and fiberglass coating.

Acceptance of the Prevailing Wage Act was approved.
