[December 26, 2007]  (AP) A nor'easter was forecast to develop off the Carolina coast Wednesday, bringing strong winds and heavy rain to North Carolina and the mid-Atlantic, while a Pacific storm was dumping rain and snow on the Northwest.

Heavy snow was anticipated in the Cascades, with Mount Rainier expected to see up to 16 inches of snow. Accumulations were expected throughout the region, though the heaviest snow was to be limited to the mountains.

North Carolina's Outer Banks were expected to see substantial rain and intense wind gusts, making them vulnerable to flooding and beach erosion. Large surf was forecast for the barrier islands.

Wet weather was expected to develop in the southern Plains as moisture streaming off the Gulf of Mexico helps a low pressure system develop over eastern Texas. The storm was expected to race through the South, then move northward over the Appalachians, where it was to run out of steam.

Temperatures in the Lower 48 states on Tuesday ranged from a low of minus-16 degrees at Alamosa, Colo., to a high of 81 degrees at Fort Myers, Fla.
