[September 18, 2007]  The Lincoln City Council took action on a number of requests at the Monday evening business session. All council members were present and Mayor Beth Davis-Kavelman conducted the meeting.

  • Council members agreed that diagonal parking on the west side of Chicago Street between Broadway and Clinton Streets needed to be changed to parallel parking for safety reasons. The block begins near Grieme Insurance. The street width with cars parked on a diagonal was less than required by city regulation and made hazardous passing. Vehicles passing from opposite directions would often have to stop, allowing one to pass at a time.

  • A request to name the entry exit into Zion Lutheran School "Zion Way" was denied. A city ordinance stipulates that where a street lines up with another, it should have the same name. The Zion entry is an extension of Malerich Drive.

    Verl Prather suggested that it could be petitioned to add an honorary name after Malerich Drive.

  • A request for "no parking" signs at 1022 Clinton St. was denied. Misty D. Scott had made the request after she was cited for improper backing out of her driveway. She regularly has cars that park on the street, on either side of her driveway, and was concerned about future incidents.

  • A request to repair the sidewalk at 110 N. Kickapoo St. was approved 9-1, with Buzz Busby voting no.

  • A bid for this year's street project was accepted. Illinois Valley Paving Co. of Springfield bid $199,897.54 for Sherman Street improvements.

  • A petition to whitewash downtown streets for the LCHS homecoming was approved.

  • City finances remain stable as indicated in a report provided by Les Plotner, city treasurer. As of August, the fourth month of the fiscal year, the bank balance was $4,130,810 and the invested general obligation bond $636,508, for a combined total of $4,767,318. Plotner continues to urge caution in spending and staying within department budgets.

    A discussion took place about a loan that the fire department has been approved to receive from the state. There is no interest charged, except if the monthly payment is late by 15 days; then it is 12 percent. The first payment of the 20-year loan is not due until Nov. 1, 2008.

    The loan is to buy a firetruck. The truck has not been chosen yet.

  • The mayor recommended two replacements to the police and fire commission, Darryl Sisk and Marilyn Montgomery. The council approved the appointments. Montgomery was present and was administered the oath of office by city attorney Bill Bates. The mayor said that Montgomery comes with an extensive background in police protection.
