[April 17, 2008]  The city of Lincoln is ready for a new fiscal year to begin on May 1. On Tuesday evening the council had a brief budget meeting to finalize the draft of the 2008-2009 fiscal year budget. City Clerk Melanie Riggs said today that the figures for next year's budget are not expected to change from where they are now.

The 2007-2008 budget was $13,659,384. The 2008-2009 budget is $12,776,791.

Other pertinent figures include:

  • Total general fund: $5,699,624.

  • Estimated revenues (general fund): $5,254,380

  • Estimated revenues (other sources): $1,029,860

  • Expenditures over revenues: $584,616

  • Transfers to other funds: $293,565

  • After transfers: $55,079

  • The ending difference is $291,051.

Additional figures factor into the budget and will be shown with the finalized budget. A copy of the budget is on file and available to see at the city clerk's office.

Monday's business session will be adjourned to April 29 so that the council may approve bills that need to be paid in the current fiscal year. Any last amendments would be made then.

Two members of the council expect to not be in attendance next week. Alderman Buzz Busby said that he would be making a motion that would waive pay for the adjourned meeting. It would be worded such that councilmen voting yes would not be paid for the additional meeting and those voting no would be paid.

Other matters discussed on Tuesday evening:

Parking on the railroad ditch side of Campus View Drive is creating a hazard. No parking has been proposed in the area that begins 1,063 feet southeast of Route 10 and extends 560 feet southeast.

Another city ordinance has been drafted that would help keep alleys and gutters free of leaves or landscape waste and debris. Property owners would become responsible for keeping gutters free of debris. Violators could be fined $50 to $100.

It was raised later in the meeting that landscape waste washed by rain can clog drains at the street level, causing streets to flood, and that after entering storm sewers it creates clogs that lead to sewer backups.

Due to inclement weather, the Cub Scouts' cleanup project, ScoutSweep, was postponed last Saturday. It is reset for this coming Saturday.

The Lincoln Community High School prom grand march downtown, around the courthouse, is set for May 3 at 6:30 p.m.
