[December 11, 2008]  WASHINGTON (AP) -- A Louisiana senator is staunchly opposing legislation that would give struggling U.S. automakers $14 billion in emergency loans.

Republican David Vitter said he plans to vote against the bailout when the Senate takes a procedural vote, likely later Thursday.

Vitter appeared on CBS's "The Early Show." The senator said he considers voting on the legislation in the absence of a detailed restructing plan for Detroit is "putting the cart before the horse." He also said he doesn't believe that's a wise use of taxpayer dollars.

The House passed the rescue plan Wednesday night.
