Fog Contributes to Multiple Crashes in the Area of Illinois State Route 29 in Rochester

[February 05, 2008]  SPRINGFIELD -- Report from Illinois State Police District 9:

Incident: Weather-related incidents

Location: Illinois State Route 29 at Cardinal Hill Road, Rochester

Date, time: Feb. 4, 2:25-6 p.m.

People involved: Multiple incidents

Assisting agencies: Rochester Police Department, Secretary of State Police, Sangamon County Sheriff's Department, Rochester Fire and Rescue, multiple paramedic and ambulance companies, Illinois Department of Transportation

Narrative: On Monday from approximately 12:25 p.m. through 6 p.m., the Illinois State Police responded to multiple calls for assistance on Illinois State Route 29 in the area of Cardinal Hill Road in Rochester. These incidents were directly related to the heavy fog being experienced in the area. Six crashes were handled during this time, including three personal injury crashes and three property damage crashes.

Illinois State Route 29 was closed for approximately 2 1/2 hours while emergency personnel handled the incidents and cleared the roadway. The closure was between Maxheimer Road and State Street.

The following is a brief synopsis of each incident:

  • Property damage crash -- A truck tractor-trailer struck a vehicle at the intersection of Illinois State Route 29 northbound at Cardinal Hill Road.

  • Pedestrian crash with injuries -- Driver from previous crash was standing in roadway and was struck by a vehicle attempting to avoid a collision with vehicles stopped at traffic signal of intersection. Pedestrian had incapacitating injuries and was transported to Memorial Medical Center.

  • Three-vehicle crash with injuries -- A crane struck the rear of a pickup truck that was stopped in traffic on Illinois State Route 29 northbound, just south of Cardinal Hill Road. The crane and pickup truck then struck an Illinois Department of Transportation truck that was conducting traffic control. The crane and pickup truck traveled into the right ditch, with the crane coming to rest on top of the pickup truck. A passenger in the pickup truck was transported to Memorial Medical Center with non-life-threatening injuries.

  • Seven-vehicle crash with injuries -- Five vehicles were stopped at the traffic signal at the intersection of Illinois State Route 29 southbound at Cardinal Hill Road. A truck tractor- trailer was unable to stop and changed lanes to avoid the stopped vehicles. Another semitrailer traveling behind the first tractor-trailer was unable to stop and struck the stopped vehicles. This collision pushed one vehicle underneath another vehicle and caused a chain reaction in which all stopped vehicles collided. The initial truck tractor also was struck by one of the stopped vehicles. The vehicles came to rest in the roadway, including one vehicle coming to rest on top of another vehicle. Three subjects were transported to Memorial Medical Center with non-life-threatening injuries.

  • Property damage crash -- A vehicle rear-ended another vehicle stopped in traffic.

  • Property damage crash -- A vehicle rear-ended another vehicle stopped in traffic.

Poor visibility as a result of the fog contributed to these crashes. In addition, motorists traveling at speeds too fast for the conditions and not leaving safe and adequate following distances also were significant contributing factors in each incident. The Rochester Police Department, Secretary of State Police and Sangamon County Sheriff's Department assisted with the crash investigations and traffic control. The Illinois Department of Transportation also assisted with traffic control, road closures and diverting traffic around the incident area.
