Though details of the plan are still sketchy, media reports say that
the proposal could reap almost $10 billion in one-time revenues. The
money would go to finance road and bridge improvements, as well as
school construction projects. Questions remain as to how the loss
of the annual lottery revenue would affect state priorities, such as
education, that utilize the funding stream.
If the proposal is approved, then Illinois would be the only
state in the nation that has leased its lottery.
