ISP reports: Winter brings life, death on area highways

[December 29, 2009] 

Incident: Birth of a baby

Location: Interstate 72, near milepost 90

Date, time: Dec. 28 at approximately 12:37 p.m.

People involved: Shaniece Holeman, Jacksonville (mother), and Justin Howell, Jacksonville (father)

Assisting agencies: Springfield Fire Department Engine 2 and 6, Chatham Fire Department, Illinois State Police

Narrative: On Monday at approximately 12:37 p.m, Springfield Fire Department responded to a 911 call of a female giving birth to a baby near milepost 90 on I-72 in Sangamon County. Upon arrival, SFD found that the mother, Shaniece Holeman, had already delivered a baby girl while the vehicle was parked on the shoulder of the interstate. SFD personnel assisted her and provided medical assistance to the baby. Ms. Holeman and the baby were transported to St. John's Hospital. ISP personnel assisted with traffic control.

Incident: Car vs. pedestrian -- fatality

Location: Interstate 55, milepost 111.5 southbound

Date, time: Sunday, 11:30 p.m.

People involved: Jessica S. Black (deceased), 22, Springfield; Linda Rogers, 25, Cahokia

Assisting agencies: Logan County Sheriff's Office, Sherman Police Department, Williamsville Fire Department, Logan County Paramedic Association

Narrative: Ms. Black's vehicle was parked on the shoulder of I-55. She exited the vehicle to go to the bathroom on the side of the road. Money came out of her pocket and she walked into lane three of I-55 to retrieve it. Ms. Rogers, driving a 2009 Honda Accord, could not avoid Black and hit her with the passenger-side front bumper, grill and windshield. Black was pronounced dead at St. John's Hospital at 4:46 a.m. Rogers was issued a citation for driving while license suspended.
