• Ballard, Tonya M., 22-year-old female, Lincoln; arrested at her residence; failure to appear -- reckless driving; $4,000 bond or 10 percent

• Hulen, Jeremy S., 25-year-old male, Lincoln; arrested Jan. 26 at his residence; failure to appear -- possession of cannabis 2.5-10 grams; $2,000 bond or 10 percent
