Quinn is set to lay out Friday what the budget cuts will look like
and where he'll try to blunt their impact. Quinn has broad
authority over the budget because lawmakers didn't spell out where
it should be cut and instead gave him power over spending. He told
reporters Thursday that early childhood education programs would do
"pretty well."
Advocacy groups have been complaining since the Illinois Board of
Education recently approved a budget that eliminates funding for
some programs and cut money for others, including early childhood.
But Quinn has warned that state agencies and programs can't
expect to get 100 percent of the money they had last year.
