Quinn said Friday he wants another $400 million added to the
building proposal for high-speed rail. And he says he won't approve
a construction program until lawmakers send him an operating budget
and ethics reforms. Lawmakers have sent Quinn a $30 billion
outline for rebuilding roads, schools and other structures -- the
first major initiative in 10 years. It would raise liquor taxes and
license fees, legalize video poker and expand lottery-ticket sales
to pay for it.
Quinn told reporters outside his office that he's suggesting
another capital bill next week -- $400 million for high-speed rail
to leverage federal economic stimulus money.
