County committee to recommend ICCAN as county's consultant in utility aggregation

[February 10, 2012]  Government entities interested in helping their communities look for better energy rates are putting utility aggregation on the ballot. Wednesday night, Logan County's insurance and legislative committee chose a consultant that would prepare voters and, should the referendums be approved, begin advising.

Committee chairman Jan Schumacher, Andy Anderson, Andy Meister, Kevin Bateman, Pat O'Neill and Bill Martin unanimously approved pursuing Illinois Community Choice Aggregation Network, or ICCAN, as a consultant for Logan County. Their recommendation will go to the full board for final approval later this month.

Schumacher told the committee that Jonathan Wright is acting as Logan County's attorney on this. He has reviewed the contract and identified a few issues.

Bateman suggested that in accordance with trying to work with the city, it might be best if Wright and the city of Lincoln's attorney, Bill Bates, would work together on the contract issues.

"This should be a mirrored thing," Bateman said.

Schumacher agreed, saying that it would be good to have common wording and that other issues would be alike as well.

Bateman said, "We need to get this all worked together. If the city's got concerns, the county's got concerns."

Schumacher said she is also planning to run this by the county treasurer, Vicki Dugan, for her perspective on payment method. Dugan has been on vacation but would be back soon.

Most government entities are trying to set up now to activate contracts with consultants, so that when the results of the March 20 votes are in, the action can begin. The consultants can then begin to watch the market prices, and according to how the contract reads, lock in what is expected to be a lower price for energy to the end user. Residents and businesses would be contacted to choose if they do not want to be included in the program.

The referendum is on the next ballot for unincorporated areas of Logan County and the incorporated areas of Atlanta, Emden, Lincoln, Middletown, Mount Pulaski and San Jose.

A vote of "yes" means support for community leaders to negotiate with various providers of electricity.

ICCAN confirmed as city's electric aggregation consultant

(Mayor Keith) Snyder said the committee consisting of (David) Wilmert, Alderman Tom O'Donohue, himself and representatives from the Logan County Board had met Jan. 25, the day after presentations were made by Good Energy and Illinois Community Choice Aggregation Network, and had made a unified selection of which consulting service they would recommend.

He said ICCAN had won out over Good Energy because it was clear to the committee the consultant had better answers to their questions and was ready to get started. He noted that in the presentations given two weeks ago, Mark Pruitt had even given the group guidance on going ahead and getting started with the process.

In addition, it was noted that ICCAN had quoted a price of up to 20 cents per megawatt hour, where Good Energy had quoted 75 cents.

(City attorney Bill) Bates said to date he has only seen a sample copy of a contract for ICCAN, and he would like the motion to approve to stipulate "pending a contract."

When it came to a vote, ICCAN was confirmed unanimously.
