Narrative:
Unit 1 was traveling in the right lane of I-155 southbound, at mile
post 9. Unit 1 was traveling under the minimum posted speed limit of
45 miles per hour. Unit 2 was also traveling southbound on I-155 and
was unable to avoid Unit 1. Unit 2 struck the rear end of Unit 1.
The driver of Unit 1 refused treatment. The driver of Unit 2 was
transported to Abraham Lincoln Memorial Hospital with minor
injuries.

The driver of Unit 1 was cited for violating the minimum posted
speed limit.
Both lanes of I-155 southbound were closed for 30 minutes due to
the crash.
