Emergency and fire related activities
Emergency runs for
September 2013 included the Lincoln Firefighters responding to 190
alarms; 1 kitchen fire, 4 car fires, 10 outside rubbish fires, 7
Motor vehicle accidents, 1 animal rescue, 8 false alarms, and 2
incidents involving electrical equipment failures.

activities
Lincoln Fire
Department Invoices for false fire alarms have been sent out to some
commercial facilities, along with invoices for hazardous material
incidents and out of town residents for technical response.
We are glad to have
received confirmation of a federal grant from FEMA for Assistance to
Firefighters to improve and make more efficient our Fire Inspection
Division. This grant will help both the building safety office and
fire department work closer and up to date with electronic code
enforcement application.
Illinois American
Water awarded a Firefighter Grant to Lincoln Fire for $1000 to buy
firefighting gloves for all members. Thanks to Dave Schonauer of
Illinois American Water for his cooperation and support of LFD.
Donations of smoke
detectors and fire extinguishers were made to local events such as;
Wolfstock and Together for Lincoln. Events such as these help LFD
keep our community safe.
Fire Inspectors
have been working with several businesses to comply with fire and
Life Safety codes.
Code compliance and
safety inspections were done at the Plowfield construction site for
sprinkler risers, sprinkler system hangers and head placement.
Plan reviews were
conducted for the new Illinois American Water facility and the
Timber Creek Village assisted living facility.
Chief Miller
assisted with state school inspectors to conduct safety and code
inspections of several schools in Lincoln.
Inspector Williams
has been working diligently with Alley Bi, Sysco, Family Custom
Cleaners, Logan Health Department, Glass House and Immanuel Lutheran
Church.
Lieutenants have
conducted plan reviews in local businesses. We visited Super 8, Taco
Bell/Kentucky Fried Chicken, Heritage Plaza, Logan High Rise and
Shoe Sensation. As a reminder Plan reviews are not inspections but
allow our firefighters the opportunity to see the floor plans and
construction of building we respond to.
Fire fighter
training
Lincoln
firefighters training in September again involved training of our
new firefighter A.J. Weakley.
The first two weeks
for FF Weakley included mandatory training on policies, blood borne
pathogens, station and job hazard review and basic training on
personal protective clothing and SCBA. EMS training for Geriatric
care, Fire Pump operations and table top emergency drill with Sysco.
Lincoln Fire also
assisted with school violence safety programs at both Colleges and
Lincoln High School. This training was cross training Lincoln Police
and Lincoln Rural Fire and Logan County Paramedics.
Maintenance of the
station and apparatus
Station repairs:
General station maintenance and deep cleaning has taken place, we
have changed all air filters in the building. Batteries were changed
in many of the buildings emergency lights and all the fire
extinguishers were serviced. Station generator was serviced and 5100
and 5106 were serviced by our staff. The SCBA bottles are due for 5
year hydro testing and are being rotated until all are done should
be complete in October.

Safety and
compliance reminder
A reminder to all,
fall is now here and the leaves are falling. Use common sense when
cleaning up leaves and yard waste and also be courteous to neighbors
that may have respiratory issues. The City has a dump for residents
of Lincoln to dispose of yard waste at no cost, current hours are
Wednesday and Saturday 8 a.m. to 3:50 pm, fall hour for Tuesday
through Sunday start October 29 and end November 22. Below are the
requirements for burning in the City of Lincoln:
(E) No person shall
set fire to any items, whether it be leaves, rubbish or other
combustible material within the city limits unless that burning is
as follows:
1. The burning of
fuels for legitimate campfire recreation and cooking purposes, or in
domestic fireplaces, in areas where such burning is consistent with
other laws; provided, that no garbage shall be burned in such cases.
However, prior to having an affair commonly known as a wiener roast
or similar outdoor function any time during the year, the owner of
the property or persons holding said function, shall be responsible
to contact the fire department and receive permission for said
outside burning. (Ord. 263, 10-17-1988)
2. (a) Between
April 1 through October 1 on Tuesdays, Thursdays, and Saturdays,
from eight o'clock (8:00) A.M. until six o'clock (6:00) P.M.,
residents of the city shall be entitled to burn landscape waste
only.
(b) Between October
2 through March 31 on Tuesdays, Thursdays, and Saturdays, from eight
o'clock (8:00) A.M. until five o'clock (5:00) P.M., residents of the
city shall be entitled to burn landscape waste only. (Ord. 652,

(c) Any landscape
waste that is burned pursuant to the provisions hereof shall be
burned until the fire is completely out, no later than the times set
forth above, and shall be attended to by the individual conducting
the landscape waste burn. Any burning done pursuant to the
provisions hereof shall be done only on concrete or brick streets or
on the citizen's property, but the location of such burning must be
a minimum of fifty feet (50') from any structure, and the individual
conducting the burn must have an operable hose, of sufficient size
and capacity to extinguish the fire, available at the burning site
at all times. (Ord. 2011-737, 12-5-2011)
(d) Pursuant to the
provisions of this subsection (E)2, only landscape waste may be
burned and must be burned in the open and shall not be contained in
any barrel or other similar device. "Landscape waste" is hereby
defined as any vegetable or plant refuse except garbage and
agricultural waste. The term includes trees, tree trimmings,
branches, stumps, brush, weeds, leaves, grass, shrubbery, and yard
trimmings.
(e) Notwithstanding
anything herein contained to the contrary, any police officer or
firefighter of the city of Lincoln, or the Lincoln city code
enforcement officer may require any fire being burned pursuant to
the provisions hereof to be extinguished if, in his or her opinion,
such fire and the related smoke therefrom are injurious to the
health or safety of any other citizens of the city. If so requested,
pursuant to this subsection any citizen shall immediately extinguish
such fire and the failure to do so shall result in the penalties as
hereinafter set forth.
3. Any violation of
this subsection shall be punishable by a fine of not less than
twenty five dollars ($25.00) for the first offense; fifty dollars
($50.00) for the second offense; and seventy five dollars ($75.00)
for the third offense within a calendar year. Any offense beyond the
third offense in a calendar year shall result in a fine of up to
five hundred dollars ($500.00). (Ord. 652, 8-20-2007)
