September Airport and Farm Meeting

[December 29, 2014]  LINCOLN - Airport and Farm Meeting, Blue Room, Logan County Safety Complex September 8, 2014

Present: Gene Rohlfs; Rick Aylesworth; Andy Anderson; David Blankenship; Bob Farmer; Chuck Ruben
Absent:
Guests: Curt Fox; Sam Evans

Mr. Rohlfs called the meeting to order at 7:00 pm.

A motion was made by Mr. Farmer, seconded by Mr. Aylesworth, to approve the minutes from the November 5, 2012 meeting as printed. Motion passed.


Old Business:

Tree Project Update: Mr. Rohlfs reported the Tree Project will be let on Sept 19, 2014. Mr. Rohlfs has the plans; he mentioned leaving a copy at the Board office. No action needed

Fuel Farm Update: Mr. Rohlfs has no new update on the Fuel Farm. The fuel Farm Update is still planned for this year.

End of old business

New Business:

Engineering Agreement for Pavement Marking and Maintenance on RW 3-21 (2015 Project): Mr. Rohlfs reported Mr. Farmer signed the agreement for Engineering Agreement for Pavement Marking and Maintenance on RW 3-21. Mr. Rohlfs reported local match is $16,500. The entitlement will be $148,000. A motion was made by Mr. Farmer, seconded by Mr. Anderson, to take to the full board to approve Pavement Marking and Maintenance on RW 3-21 for project 2015 TIPS. Entitlement is $148,500 for 2015 allotment and local match will be
$16,500. Motion passed. Mr. Rohlfs will bring forward a motion at the Workshop meeting.

’05 Chevy Truck: Mr. Rohlfs has not had a chance to work on this item. Mr. Rohlfs has received all the paper work on the ‘05 Chevy truck that the Logan County Board Secretaries had on file. To fix the ‘05 Chevy truck would cost $5,000. The committee discussed the idea of fixing the truck or trading the truck in. Mr. Ruben was in favor of fixing the truck. A motion was made by Mr. Ruben, seconded by Mr. Blankenship, to expend up to $6,000 on repairs on the snowplow for the 05 Chevy truck. Motion passed. Mr. Rohlfs will look into the repairs.

Hanger #28 door: Mr. Rohlfs reported this item came up after the agenda was already posted. A work proposal came in from Larry Whitebeck to repair hanger #28 door. Gene Martin is renting hanger 28 temporarily. Mr. Rohlfs read a proposal from Larry Whitebeck. Mr. Whitebeck’s proposal to fix the hanger door is $13,100.19. Mr. Rohlfs would like to send a letter to the tenants saying “if they need repairs give Mr. Rohlfs a proposal”. Mr. Rohlfs would like tenants to pay for the repairs and in return Mr. Rohlfs would take money off their hanger rent to reimburse the individuals.

End of new business

Airport Report: Mr. Rohlfs reported 1,135 gallons of fuel were sold in August. Mr. Rohlfs reported TIF meeting is October 15 at 9:00a.m in Springfield, IL. Mr. Rohlfs and Mr. Farmer plan to attend this meeting Nothing further to report.

HIF Report: Mr. Rohlfs reported HIF is starting on the flagpole project. Nothing to report. Farm Report: Nothing further to report.
Budget Review: No concerns.

A motion was made by Mr. Aylesworth, seconded by Mr. Farmer, to approve the bills as presented for payment. Motion passed.
