[January 03, 2014]  Below is a copy of the minutes of the Logan County Board Road and Bridge Committee meeting on Sept. 9.

Road and Bridge Meeting
Logan County Safety Complex
September 9, 2013

Present: Bill Martin; Rick Aylesworth; Bob Farmer; Andy Meister; Gene Rohlfs; Chuck Ruben

Absent:

Guests: Curt Fox; Bret Aukamp

Mr. Martin called the meeting to order at 7:32 pm.

The list of claims for payments was reviewed. A motion was made by Mr. Aylesworth, seconded by Mr. Ruben to approve the list of claims for payment. Motion passed.

Monthly report on current maintenance and construction: Mr. Aukamp reported sealcoating is nearly complete. An additional township may be interested in sealcoating a mile of road. A report on the project will be available next month. Sign repairs have also been done. Work continues on the backlog of maintenance issues. Work on the overlay of two County bridges has been completed. There was a savings of approximately $20,000 by completing the work with County resources. Work continues on projects for several townships, including culvert evaluation.

Old Business:

1) 5th Street Road: Mr. Aukamp reported work still continues on right-of-way acquisition. Verbal commitments have been reached on three additional parcels. The roadway boring project has been completed. There do not appear to be any related issues.

New Business:

1) Major Bridge Program application: Mr. Aukamp prepared an application for IDOT funding for needed repairs to the Primm Road bridge over Deer Creek. The funding for this program is a competitive process and is only eligible for projects over $1 million. Hopefully, a decision will be made in October.

2) FY 2013-2014 Budget: Mr. Aukamp discussed the draft budget. He expressed concerns about the large deficit in the Highway Fund and how he will be able to operate within that budget. Mr. Ruben expressed the committee's intention for his salary to come from Motor Fuel Tax funds. Mr. Aukamp asked for direction from the committee on how to continue to operate his department with reduced funding and without a restoration of the cuts that were made in past years.

3) Resolution to approve a County Aid request for funding from County Bridge Fund to repair a bridge in Corwin Township on 1100th Street (Section 113-B-CA): A motion was made by Mr. Ruben, seconded by Mr. Aylesworth, to approve this resolution. Motion passed.

4) Resolution to approve a County Aid request for funding from County Bridge Fund to repair a bridge in Elkhart Township on 550th Street (Section 213-B-CA): A motion was made by Mr. Aylesworth, seconded by Mr. Farmer, to approve this resolution. Motion passed.

A motion was made by Mr. Rohlfs, seconded by Mr. Ruben, to adjourn the meeting. Motion passed. Meeting ended at 8:35 pm.
