[January 04, 2014]  Below is a copy of the minutes of the Logan County Board Airport and Farm Committee meeting on Oct. 7.

Airport and Farm Meeting
Blue Room, Logan County Safety Complex
October 7, 2013

Present: Gene Rohlfs; Chuck Ruben; Terry Carlton; Andy Meister

Absent: Bob Farmer; Rick Aylesworth

Guests: Curt Fox; Sam Evans; Eric Hill; Andi Hake; John Berker; Sue Berker; Vic Martinek

Mr. Rohlfs called the meeting to order at 7:00 pm.

A motion was made by Mr. Martin, seconded by Mr. Ruben, to approve the minutes from the August 5 and September 9, 2013 meetings as printed. Motion passed.

New Business:

1) Weather station site modification (land lease AAIA): With the government shutdown, the guest was not able to attend tonight's meeting. Mr. Rohlfs reported they will be installing groundwater heating and cooling. Their lease allows them freedom to make these improvements without the consent of the board.

2) Young Professionals Network (Andi Hake): Ms. Hake requested a donation of $100.00 from Logan County to be a reception sponsor for an event on October 21st at LCHS. A motion was made by Mr. Ruben, seconded by Mr. Meister, to approve a reception sponsorship of $100.00 for this event from the County Farm Fund. Motion passed.

3) TIPS 5-year plan: Mr. Rohlfs will be meeting with Rob Waller prior to the IDOT meetings to discuss projects. Committee members were asked to consider any projects they would like to see included in the plan.

4) "Owned" hangar leases – expiration (Jay Lessen/Eric Hill): Mr. Rohlfs discussed hangars that were built by the occupants with a 20-year lease. At the expiration of that lease, the hangars are set to become the property of Logan County. The committee discussed options to ease the transition of the buildings from the current occupant to Logan County ownership. A motion was made by Mr. Ruben, seconded by Mr. Martin, to set the rate for the "Eric Hill" hangar at $60 per month for the first year of operation as a Logan County hangar. Subsequent years will be at the same $90 rate as similar hangars. The motion and second were withdrawn. A motion to amend was made by Mr. Meister, seconded by Mr. Ruben, to amend the rate to $76 per month – the same as other open space hangars. The motion and second were withdrawn. A motion to lay on the table was made by Mr. Ruben. This motion was withdrawn. The November meeting will be held at the Airport, beginning at 6:00 pm so committee members will have the opportunity to view the various hangars to determine a fair agreement.

Old Business:

1) 2013-2014 Budget: No action was necessary on this item.

Airport Report: Mr. Rohlfs reported the new EPA stormwater drainage permit was received and will expire in 2018. Nothing further to report.

HIF Report: Mr. Fox reported the annual chili supper will be on October 20th at 4:00 pm. Nothing further to report.

Farm Report: Nothing to report.

Budget Review: No concerns.

A motion was made by Mr. Martin, seconded by Mr. Ruben, to approve the bills as presented for payment. Motion passed.

A motion was made by Mr. Meister, seconded by Mr. Martin, to adjourn. Motion passed. Meeting ended at 8:07 pm.
