As Vice President of Business Services, Minter will provide
leadership and support for the planning and operations of the
College's fiscal, human resources, administrative services,
information technology, and facilities units.
“Doug’s broad knowledge of the institution, management experience,
and demonstrated leadership ability make him a terrific fit for this
position,” said Rob Widmer, President of Heartland Community
College. “He has a tremendous commitment to Heartland and is well
respected throughout the College.”
Before joining Heartland, Minter worked as an instructor and then as
Vice President at the American College of Technology, formerly
located in Bloomington. He joined HCC as an adjunct faculty member
in 1991 and subsequently as a full-time faculty member in 1995. Then
in 1997, he was named the Director of Information Technology
Services for the College. As director, Minter immediately lead the
organizational integration of academic and administrative computing
and since has managed several initiatives that included significant
upgrades to the Challenger Learning Center, implementing
state-of-the-art “smart classrooms” and integrating a robust
technology infrastructure for the campus.

Minter completed his undergraduate studies at Illinois State
University with a major in Industrial Technology and a minor in
Applied Computer Science. He also earned his MBA degree from ISU.
Minter currently serves on the Board of the Central Illinois
Regional Broadband Network and volunteers at the annual Students
Involved with Technology conference.
He was a recipient of the Distinguished Alumni award from the School
of Information Technology at Illinois State University in 2013. In
recognition of his role in the growth and development of youth
hockey in Bloomington-Normal, the Pepsi Ice Center in 2013 named an
award in his honor. That award is given each season to a youth
hockey player “that shows the best work ethic.”
