for Road and Bridge committee

[May 20, 2014]  LINCOLN - Road and Bridge Meeting, Blue Room, Logan County Safety Complex, March 3, 2014

Present: Bill Martin; Andy Meister; Rick Aylesworth; Bob Farmer; Gene Rohlfs; Chuck Ruben

Guests: Bret Aukamp; Curt Fox

Mr. Martin called the meeting to order at 7:00 pm.

A motion was made by Mr. Aylesworth, seconded by Mr. Meister, to approve the minutes from the March 3, 2014 meeting as printed. Motion passed.

The list of claims for payments was reviewed. A motion was made by Mr. Aylesworth, seconded by Mr. Meister to approve the list of claims for payment. Motion passed.

Monthly report on current maintenance and construction - Mr. Aukamp reported February continued to be a snowy month. Crews had 11 days of snow removal this month.

The warm weather has caused several potholes to develop. Crews are addressing the potholes the best they can. Cold temperatures are making it hard to fix all the potholes. When the warm temperatures came in to Central, IL not only did it cause potholes to develop but it also caused flooding. Flash flooding occurred on most of the Country Highways. All of the small barricades were being used to warn traffic, and there were still other locations that crews were unable to sign. After the flooding passed the runoff was causing large creeks to flood. Some minor damage has been noted, mainly from snowdrifts, cornstalks, and debris blocking culverts.

A 1993 International snow plow truck has been overheating. The truck needs a new radiator but the crews were able to clean the radiator and remove most of the debris. The truck operated at normal temperature during last snow storm.

A 1997 snow plow has bigger problems. The truck needs a new transmission and other repairs for the PTO pump to operate the hydraulic. With the tow bill and the repairs the cost to fix the truck will be over $6,000. Crews have been trying to keep at least 5 trucks up and running when snow is in the forecast. Crews have 6 snow routes with only operating with 5 trucks they are unable to cover all the miles as promptly as they would like.

Construction report - Crews have 2 County Aid projects to begin when weather conditions improve.

Engineering report - Crews have been working on bridge inspections however this can be a challenge with the cold temperatures and recent flooding. Crews still have a few bridges remaining to be inspected, mainly over the larger creeks where high water levels prevent a thorough inspection of the piers. Mr. Aukamp is working on developing the plan for sealcoat for the coming year. The department usually spends $300k-$400k, which is the majority of MFT allotment.

Old Business

Discussion of Local roads funding-Motor Fuel Tax allotments and other Highway User Fees - Mr. Aukamp gave a presentation on the history and the process of receiving motor fuel tax.

New Business

Resolution to award 2014 Township MFT contract for Bituminous Materials (furnished & applied) to lowest responsible bidder. Letting scheduled for March 11 at 10:00a.m - A motion was made by Mr. Rohlfs, seconded by Mr. Ruben, to approve resolution for Bituminous Materials. Motion passed.

Maintenance and upgrades to buildings at the Highway Department - Mr. Aukamp reported the Highway Department building needs several repair such as: Roofing on the sign shed and survey shed, A/C coil on the downstairs blower, the roof over the foyer area, replace the single pane windows, replace/cover the existing flooring in the office space and electric and gas service to the sign shed should be disconnected from existing service. The committee suggested going through Building and Grounds and looking into future grants.

Mechanic/Road Maintenance Position - Mr. Aukamp discussed staffing issues with the committee however the committee was unable to offer any promises about future funding.

Quarterly project status report - Mr. Aukamp provided the committee with the quarterly report.

A motion was made by Mr. Rohlfs, seconded by Mr. Farmer, to adjourn the meeting. Motion passed. Meeting ended at 8:00 pm.
