LINCOLN - CALL TO ORDER: The
Logan County Joint Solid Waste Agency board met on Wednesday, July
16, 2014 in the Blue Room of the Logan County Safety Complex.
Chairman James Struebing called the meeting to order at 7:00 PM and
the following members were present: Pat O'Neill - Logan County, Andy
Anderson - Logan County Alternate, Peggy Lee - Elkhart, John
Utterback - Mt. Pulaski, Bill Moore - Atlanta, Ivan Rademaker -
Emden, Doris Last - Hartsburg and Michele Rohlfs - Agency
Coordinator; a quorum was present.

APPROVAL OF MINUTES: Chairman Struebing asked if there
were questions or comments regarding the June minutes; none noted.
Mr. Ivan Rademaker motioned to approve the June minutes, seconded by
Mr. John Utterback; all present approved and the motion carried.
PAYMENT OF BILLS: Mr. John Utterback motioned to pay the
bills, seconded by Mr. Ivan Rademaker; all present approved and the
motion carried.
COMMITTEE REPORTS
COORDINATOR'S REPORT: Ms. Rohlfs informed the board she had
received a letter from the Illinois EPA saying that Logan County has
been selected as a site for a Fall 2014 Household Hazardous Waste (HHW)
Collection. The HHW collection will be held Saturday, October 11th
from 8:00 AM to 3:00 PM at the Logan County Fairgrounds. This
collection is open to anyone with an Illinois license plate. This is
also the date for the last glass recycling collection of the year,
electronics recycling and hopefully, Confidential Paper Shredding.
Ms. Rohlfs is in the process of e-mailing pictures and a map to the
IL-EPA to ensure that the site meets requirements. She is preparing
a request to submit to the County Board to cover the costs of
advertising for the HHW Collection. This would include month long
advertisements on the Logan County Herald and Lincoln Daily News
websites, ads in the Lincoln Courier, The Banner Times/Olympia
Review, and Mount Pulaski Times and a marquee sign to be placed on
the corner of Woodlawn Road and Jefferson Street. Ms. Rohlfs also
requested a quote from Visual Ink Productions on yard signs
(approximately one dozen) and on a vinyl banner; Ms. Rohlfs is also
awaiting a quote from the Lincoln Courier. She is also working on
several flyers to be distributed for the Household Hazardous Waste
Collection. Ms. Rohlfs estimates the cost of advertising to be
between $800 and $850. If the request to the County Board is
approved, she would like to have the ads scheduled by mid-August.
OLD BUSINESS
UPDATE ON DRIVER STATUS - FISHBURN: Mr. Fishburn received
notification that he has been approved for hearing aids and he will
be fitted with them on August th. Ms. Rohlfs has called
Springfield's Secretary of State Office to see if Mr. Fishburn will
have to undergo a complete COL physical or if he will be able to
just complete the hearing test; she's awaiting a response.
UPDATE ON BINS/ROUTE/TRUCK: Mr. Todd Godbey is currently
driving the Agency truck on the recycling route. Mr. George Fishburn
continues to assist and says Mr. Godbey is doing well and there have
been no issues. Mr. Godbey was previously employed by Area Disposal.

GLASS/ELECTRONICS RECYCLING UPDATES: Ms. Rohlfs reports
Saturday's Glass Recycling Collection of 2 to 2.5 tons has yet to be
unloaded.
The Courthouse continues to undergo a wiring and computer upgrade;
on last Thursday, July 10•h, two trailers were filled with
electronic equipment collected from the Courthouse, the Logan County
Highway Department and the Logan County Health Department. All the
electronics were taken to Habitat for Humanity for recycling. UNANNOUNCED OLD BUSINESS: Ms. Rohlfs received a call from
Murrell Hauling in Decatur, IL statingthat the agency should be in
receipt of their Hauler License application next week. Ms. Rohlfs
didn't speak directly with Murrell's as they left a message on the
agency's answering machine.
NEW BUSINESS
FY 15 BUDGET: Included in tonight's packet is a copy of the
proposed FY 15 budget that will be presented to the Logan County
Board's Finance Committee later this month. Board members will have
to approve a FY 15 budget prior to November 301
2015 ASSESSMENT UPDATE: Mount Pulaski,Atlanta, Elkhart and
Logan County have all paid their first installments, Middletown and
New Holland have paid in full; first installments are due by July
31". Notices for the second installments will be sent out at the end
of July with a due date of October 31st.
UNANNOUNCED NEW BUSINESS: It was decided that the Agency will
hold a board meeting in August, but skip the meeting slated for
September 17th due to Ms. Rohlfs' vacation schedule.
ADJOURNMENT: With no further business to conduct, Mr. Pat
O'Neill made a motion to adjourn, which was seconded by Ms. Doris
Last; all present approved and the meeting adjourned at 7:33 PM.
