			Mr. Anderson called the meeting to order at 7:30 pm.  
			 
			A motion was made by Mr. Rohlfs, seconded by Mr. Ruben, to approve 
			the minutes from the August 4, 2014 meeting as printed. Motion 
			passed.  
			 
			The list of claims for payments was reviewed. A motion was made by 
			Mr. Aylesworth, seconded by Mr. Ruben to approve the list of claims 
			for payment. Motion passed.
			   
			
			    
			Monthly report on current maintenance and construction:  
			 
			Mr. Aukamp reported sealcoat finished this year on August 26. Mr. 
			Aukamp plans to have a full sealcoat report next month. The crew has 
			completed several culvert projects in the Broadwell area and in the 
			Hartsburg area. The crew is currently repairing several field 
			entrances along 100th Avenue. Today, the crew replaced a crossroad 
			culvert on 100th Avenue near US 136. The maintenance crew will begin 
			mowing operations this month. The crew will mow the shoulders along 
			the County Highways to reduce the effect of snow drifting during the 
			winter months. The crew also will mow the areas near bridges to 
			remove weeds and woody vegetation. During harvest season, the crew 
			will focus on maintenance projects that will not impede traffic. The 
			remaining culverts projects will be postponed until later in the 
			fall. Construction Report: Mr. Aukamp reported Goodman Excavation 
			completed a riprap project for Corwin Township. This County Aid 
			project was approved in 2013. Mr. Aukamp will have a full report in 
			the coming months when all of the bills have been received. 
			Engineering Report: Mr. Aukamp reported one of the air conditions 
			units in the Highway Department Building has been leaking The 
			evaporator coil is deteriorated and the collection pan is rusted 
			through, causing the condensate to leak into the downstairs break 
			room. Mr. Aukamp is waiting on a seconded estimate before proceeding 
			with the work. Mr. Aukamp has received one bid so far. The hydraulic 
			vehicle lift in the shop is in need of repair. The rear hydraulic 
			cylinder is leaking and needs to be replaced. The initial estimate 
			was $8,600. However, Mr. Aukamp was able to locate another certified 
			repair firm and receive a second estimate of $3,500. Mr. Aukamp was 
			able to save the County $5,000.  
			 
			Old Business:  
			 
			Nicholson Road Resurfacing Project:  
			 
			Section 11-00311-RS: Mr. Aukamp reported very good progress was made 
			on the Nicholson Road resurfacing project this month. The final lift 
			of asphalt was placed last week. Driveways, side roads, and mailbox 
			turnouts will be paved in the next few days. Rock shoulders and 
			pavement striping should be completed by next week.  
			 
			High Speed Rail Crossing: 
			 Mr. Aukamp reported the crew has been reviewing the various 
			crossing improvements over the past 2 years. Outside the city of 
			Lincoln, 11 rail crossings in Logan County have been designed for 
			roadway improvements. In August, Mr. Aukamp received notification 
			that, due to overall project cost, IDOT is considering changing the 
			scope of work for the project. Of the 11 crossing, 7 would have no 
			roadway improvement. The quad gates and detector loops would be 
			installed, but not roadway improvements. Mr. Aukamp is very 
			concerned about this proposal and has prepared a letter explaining 
			his reasoning.
			 
			    
			 
			Sign Upgrade Program: 
			 Mr. Aukamp reported the steel sign posts have now been delivered 
			to all of the participating villages and township. Mr. Aukamp is 
			still waiting on some hardware from the supplier and some material 
			certifications. Mr. Aukamp expects to receive those very soon. Mr. 
			Aukamp has a meeting schedule next week to explain the requirements 
			of this program, and to explain how to install the steel sign 
			post/anchors. The County’s crew will begin installation of the new 
			signs this fall.

				 Status of Road Salt Procurement: 
			 Mr. Aukamp reported joint purchasing was unfulfilled during the 
			second attempt. So far, Mr. Aukamp has been unable to secure road 
			salt for the coming winter season. Mr. Aukamp found one vendor, who 
			will supply the County with salt, but it is non-domestic salt and 
			they require cash up-front. Mr. Aukamp did not feel comfortable 
			purchasing material sight unseen, especially if it is not from a 
			standard source and without IDOT certification. Mr. Aukamp has a 
			small amount of salt on hand, and an adequate supply of cinders. Mr. 
			Aukamp is still contacting salt suppliers and hopes to have 
			something secured this month. 
			 Mechanic/Road Maintenance Position: 
			 Mr. Aukamp reported he has begun the interview process and he is 
			following up on some references. Mr. Aukamp hopes to have a 
			candidate selected this month.  
			 
			Highway Department Secretary Position: 
			 Mr. Aukamp reported he received 30 resumes. Mr. Aukamp is in the 
			process of reviewing the resumes and hopes to have a shortlist made 
			by next week and to begin checking references. Mr. Aukamp plans to 
			start interviews by the end of month.
			 
			  
			Upcoming negotiations for Teamster’s maintenance contract: 
			 Mr. Aukamp reported the current maintenance contract will expire 
			on November 30, 2014. The committee will need to appoint members to 
			a negotiation team. Mr. Rohlfs and Mr. Farmer agreed to be on the 
			negotiation team. Negotiations will likely take place in September. 
			Mr. Aukamp would like the contracts to be approved in October or 
			November. 
			 End of Old Business 
			 
			New Business:  
			 
			Engineering Services Agreement with Allen Henderson and 
			Associates for design work on bridge replacement project on Primm 
			Road (CH 9) over Deer Creek. Section 12-00038-06BR:  Mr. 
			Aukamp began negotiation on agreement with Henderson and Associates. 
			Mr. Aukamp has been working through the estimated man-hours for the 
			project and has been able to establish an agreement for $130,023.45. 
			A motion was made by Mr. Ruben, seconded by Mr. Blankenship, to 
			approve Engineering Agreement with Allen Henderson and Associates 
			for Design work on a bridge replacement on Primm Road over Deer 
			Creek in the amount of $130,023.45. Motion passed. Mr. Anderson will 
			make a motion on Thursday night to the full board.  
			 
			Engineering Agreement for Design work on Bridge Replacement on 
			100 Street for Mount Pulaski Township. Section 14-12144-00BR: 
			 Mr. Aukamp has been working with Prairie Engineers to negotiate 
			an engineering agreement for design work to replace a bridge for Mt. 
			Pulaski Township. Prairie Engineers will provide the roadway and 
			hydraulic design. Chastain and Associates of Decatur will provide 
			the bridge design. The bridge is planned for replacement in the Fall 
			2015. Mr. Aukamp would like to move forward with the engineering 
			agreement so the survey date can be collect as soon as crops are 
			removed from the field. A motion was made by Mr. Aylesworth, 
			seconded by Mr. Rohlfs, to approve Engineering Agreement for Design 
			work on Bridge Replacement on 100 Street for Mount Pulaski Township 
			in the amount of $42,030.00. Motion passed. Mr. Anderson will bring 
			forward the motion on Thursday night. 
			 End of New Business 
			 
			Quarterly Project Status Report: 
			 Mr. Aukamp passed out his quarterly project status report for the 
			members to look over.  
			 
			A motion was made by Mr. Ruben, seconded by Mr. Aylesworth, to 
			adjourn the meeting. Motion passed. Meeting ended at 8:05 pm.
