October 2014 Road and Bridge Meeting

[February 24, 2015]  LINCOLN - Blue Room, Logan County Safety Complex, October 6, 2014

Mr. Anderson called the meeting to order at 7:42 pm.

A motion was made by Mr. Rohlfs, seconded by Mr. Farmer, to approve the minutes from the October 6, 2014 meeting as printed. Motion passed.

The list of claims for payments was reviewed. A motion was made by Mr. Ruben, seconded by Mr. Rohlfs to approve the list of claims for payment. Motion passed.

Monthly report on current maintenance and construction:

Maintenance Report: Mr. Aukamp reported the crew has been repairing and installing culverts this past month. Mowing operations began in mid-September. The crew operates 2 tractors with pull behind mowers. One of the tractors also has a boom mower. Of the two mowers, one has been in bad shape for several years, and is now beyond repair. The crew is continuing to mow, but using only one pull behind mower.

Construction Report: No active construction project at this time. Engineering Report: Mr. Aukamp is currently working with a consultant to prepare the plans for Primm Road resurfacing project. The letting is schedule for March, 2015. So far, this project is still on schedule to meet the let date. The air conditioning units in the Highway Department building has been leaking. One of the evaporator coils is deteriorated and the collection pan is rusted through, causing the condensate to leak into the downstairs break room. The other coil and collection pan were also in poor condition. Mr. Aukamp obtained quotes, and asked Lincoln Heating and Cooling to do the work. The total cost should be around $6,000. Mr. Aukamp will be out of the office later this week to attend the IACE Fall Conference in Peoria.

Old Business:

Nicholson Road resurfacing project:

Mr. Aukamp reported the project is now completed. The driveways and side roads have been resurfaced. The aggregate shoulders have been placed, and the striping has been completed. The county crew finished some minor grading and the small areas of seeding on the project. Mr. Aukamp reported he is still completing the paperwork for the project and will be working with IDOT to make proper verifications, however this process take a couple years.

Sign Upgrade Program:

Mr. Aukamp is still working with the material supplier for the steel posts and hardware. There are some issues with material certifications that Mr. Aukamp is still working through.

Status of Road Salt Procurement:

Mr. Aukamp reported “we have salt” our joint purchasing contract was unfulfilled during the second attempt, so Mr. Aukamp has been contacting supplier to provide salt for the upcoming winter. Mr. Aukamp was able to secure 200 ton that has already been deliver. The crew has begun mixing the salt with cinders and will continue to do so over the next few weeks. The cost was $103.50 per ton, which was a 95% increase over last year.

Mechanic/Road Maintenance Position:

Mr. Aukamp he has hired Dirk Goodman. Mr. Goodman will start on October 14, 2014. Mr. Goodman has extensive experience as a diesel mechanic.

Highway Department Secretary Position:

Mr. Aukamp reported he is finished conducting interviews for the secretary position. Mr. Aukamp is hoping to extend a job offer within the next few weeks. Jerrie has offered to stay on as need to provide some overlap and cross training for the new hire. Mr. Aukamp is hoping to make this transition in late October into November.

Negotiations for Teamster’s maintenance contract:

Mr. Aukamp reported Bob, Gene and himself met with the teamsters on September 22 to discuss the renewal of the Teamster’s Contract. There were several items discussed with tentative agreement. Several more items needed to have revised language for better clarification. Mr. Aukamp, Mr. Farmer, Mr. Rohlfs and the teamsters will meet again later this month. Mr. Aukamp would like to have a contract ready for November Road and Bridge Meeting.

New Business:

Sealcoat Report for 2014:

Mr. Aukamp reported the crew completed sealcoat work on 71 miles of township roads and 21.8 miles of County Highways. The crew had good progress this year with only 11 delays days. The total miles were up a little from last year, but the oil usage continues to decline when comparing to a 5 year average. With increasing costs of oil, and decreasing MFT revenues, the crew is limited on what they can do. Mr. Aukamp passed out a sheet with the details shown on the sealcoat summary. Mr. Aukamp reported 4 of the townships held a letter for contract sealcoat work. Mr. Aukamp awarded contracts for 3 of the townships. This provides a good opportunity for Mr. Aukamp to compare the work with other contractor. Mr. Aukamp reported the costs are shown on the spreadsheet.

Equipment purchases for 2014:

Mr. Aukamp reported one of his mowers is beyond repairs. The crew has been welding cross members on the deck for several years, and there is very little weld able steel left. It has now become unsafe to operate. The crew is still mowing with a boom mower. Mr. Aukamp researched several different options. Mr. Aukamp went out for bid for a new mower. Mr. Aukamp received two bids, one from Rohlfs in Hartsburg , IL and one from Cross Brother Implements. Both bids came in very close to each another. The lowest quote was $11,600 from Cross Brothers, Inc. Mr. Aukamp asked for approval from the committee to purchase the new mower. A motion was made by Mr. Farmer, seconded by Mr. Rohlfs, to purchase a mower from Cross Brother Implements for $11,600. Roll Call vote taken, motion passed. Mr. Anderson will mention the purchase during the workshop session on October 16, 2014.

 



Resolution to approve a County Aid request from the County Bridge Fund to replace a culvert in Corwin Township on 1400th Street near 550th Avenue. Section 214-B-CA:

Corwin Township has a culvert on 1400th Street that is failing. One lane of roadway is blocked off. Mr. Aukamp reported the culvert is so deep below the roadway, it will be rather expensive to excavate and backfill with rock. Mr. Aukamp estimated the total cost to be $36,000. Mr. Aukamp still need to approach the local landowner to discuss the project, and then meet with local contracts. If the work can be done within the bid threshold, Mr. Aukamp may be able to assign the contract and begin work soon. A motion was made by Mr. Farmer, seconded by Mr. Rohlfs, to approve $20,000 from the Bridge fund to help Corwin Township. Motion passed. Mr. Aukamp hopes to have more information by October 16,2014.

A motion was made by Mr. Farmer, seconded by Mr. Ruben, to adjourn the meeting. Motion passed. Meeting ended at 8:15 pm.
