Lebegue provided aldermen a written report showing the revenues
gained by his department for the year with a comparison to 2013.
He noted that overall, revenues on construction permits were down
for the 2014 calendar year. He said one reason was that there were
some major construction projects that were permitted in 2013 --
Plowfield Square, Timber Creek Village, and the new Illinois
American Water facility.
Though revenues were down, permits issued were up. He said what the
city saw in 2014 was more residential permits that involved making
improvements to existing homes. He noted improvements such as new
roofing and fencing.
He said this was a good sign for the city of Lincoln because it
shows that homeowners are investing in their property.

In addition to construction, Lebegue touched on code
enforcement activity for the 2014 calendar year. He said that
code violations were down in 2014. He said this too was a good
thing for the city. He noted that with the increase in staff for
his office, and the time staff is investing in observing
neighborhood conditions, potential violators are taking better
care of their properties. He told the council, “They know we are
there, they know we are looking.” He also commented that city
presence in some specific areas is making a difference. “We are
turning the corner in some neighborhoods,” he said, “And that is
a good thing.”
