Mr. Schaffenacker called the meeting to order at 6:00 pm.

Art of Wine and Brew Request-Latham Park:
Mr. Bateman reported Building and Grounds received a request for the
use of Latham Park. The committee approved the request with
stipulations. Logan County Alliance was to only allow alcohol in the
fenced in area. They were also in charge of getting security for
this event and contacting the city to make sure they were able to
get a temporary pour license.
Mr. Bateman had conversations with Clay Johnson from the city
regarding the temporary pour license. The city is in charge of
granting the pour license for the event and the county would only be
granting permission to serve the alcohol in the park.
Mr. Hepler feels there should be two motions, one granting
permission to use the park and the second motion would be to allow
the alcohol in the park.
Mr. Rohlfs pointed out that the request Logan County Alliance
submitted and signed had four requirements listed and number four
stated “no alcoholic beverages will be allowed on County owned
property”.
A motion was made by Mr. Hepler, seconded by Mr. O’Neill, to grant
permission for Logan County Alliance to use Latham Park for the Art
Fair on July 18 and 19, regardless of liquor.
Discussion held:
Ms. Barr reported in the past liquor has been severed in a different
location but since the Balloon Fest had been separated into four
different weekends, they wanted the Art Fair and the Art of Wine and
Brew to be in the same location this year. Motion passed.
A motion was made by Mr. Hepler, seconded by Mr. O’Neill, to approve
the request for sale and consumption of alcohol for the dates
requested.
Discussion held. Mr. Bateman reported the committee needs to put the
stipulations on the request.

Ms. Barr reported they have talked to City and they are willing to
be security. Each winery is required to bring their own tent. The
Logan County Alliance is putting snow fencing up around Latham Park.
The people visiting the Art of Wine and Brew will be allowed to walk
Latham Park with a drink in hand while looking at the art.
Mr. Rohlfs and Mr. Farmer will be voting no regarding liquor
in the park. They feel the county has never allowed alcohol in
the parks before why start now.
Mr. Bateman supports the idea of liquor in the park but he is
worried about the precedence the county will be setting.
Two voted in favor of the request and two voted against the
request. Motion does not pass.
Mr. Bateman did not vote for the request because he wants to specify
the fencing that will be used and make sure there will be security.
Mr. Schaffenacker did not vote because he feels he needs more
information. Mr. Schaffenacker will bring forward a motion on
Thursday, April 16, 2015.
There will be a charge to get into the Art Fair the wrist bands will
be $15.
Mr. Bateman feels they need more than snow fencing to keep people in
Latham Park.
Ms. Barr reported the Artists leave at 5:00p.m on Saturday and 4p.m
on Sunday. After the artists leave, the customers at the Art of Wine
will only be allowed in the pie shape area.
Mr. Bateman asked what kind of glassware they plan to use in the
park.
Ms. Barr reported they plan to use a hard plastic glass. Mr. Farmer
asked where the kids will be at during this event.
Ms. Barr reported Open Arms will be hosting Family Fun Day at Scully
Park.
A motion was made by Mr. O’Neill, seconded by Mr. Rohlfs, to adjourn
the meeting. Motion passed. Meeting adjourned at 6:40 pm.
