Mr. Farmer called the meeting to order at 7:00 pm.

The Pledge of Allegiance was led by Mrs. Davenport.

A motion was made by Mr. Rohlfs, seconded by Mr. Ruben to approve the minutes from the March 12, 2015 meeting as printed. Motion passed.

Adam Pulley, an auditor with CliftonLarsenAllen, presented an overview of the 2014 audit. Mr. Pulley gave the County Board members a PowerPoint to review.
 


Cara Barr of the Logan County Alliance requested that the board consider approving the presence of wine in Latham Park during the upcoming Arts in the Park event in July. Ms. Barr explained to the County Board members that the Logan County Alliance wants to intermingle the wine tasting and art fair. There will be a $15.00 fee to get a wristband that will allow the vendors to serve people wine, and six tickets for tasting. Logan County Alliance hopes to have eight wine vendors, although they could accommodate ten. Ms. Barr reported one requirement of the liquor license and liability insurance is that the park be completely fenced. Ms. Barr said that while snow fencing is all that is required, some people are concerned snow fencing is not secure enough. The Logan County Alliance is willing to consider other fencing options that would make the event more secure.

Sheriff Nichols suggested Logan County Alliance call IDOT to see what kind of fencing they can offer.

Ms. Barr reported Lincoln Police Department has offered to provide policing, specifically in the evening hours.

Ms. Barr passed out a map of Latham Park to show the board how Logan County Alliance plans to set up the vendors. The wine and food vendors will be at the south end of the park. After the artists close their booths at 5p.m on Saturday, the southern quadrant of the park from the bandstand out to the corners of Kickapoo/Pekin and McLean/Pekin can be fenced off to allow people to continue to enjoy the wine and food without disturbing the art tents.

Mr. Anderson asked Ms. Barr about the children.

Ms. Barr stated Open Arms Christian Fellowship would be hosting their Family Fun Day in Scully Park that Saturday afternoon.

Mr. Anderson asked Ms. Bar about food vendors and whether anyone talked with the Lincoln Women’s Club. Mr. Anderson had concerns that the food vendors would take business away from the Women’s Club who host a fundraiser lunch which is traditionally held the Saturday of the art fair.

Ms. Barr reported she had spoken with them, and that the event in the park would only have four vendors, all of which would be along Pekin Street.

Mrs. Schumacher asked about fencing and where the entrances would be.

Ms. Barr stated during the day, each of the four corners of the park would be staffed and people could enter and exit there.

Mrs. Schumacher pointed out people could exit at the corner near the Women’s club if they wanted to go there to purchase lunch.

Mrs. Davenport asked if children would be allowed to enter the park, or if people with children would be discouraged from attending.

Ms. Barr reported no one would be discouraged from attending the event.

Mrs. Davenport understood Ms. Barr spoke with Lincoln Police about security but asked if Ms. Barr spoke with the Sheriff about County Deputies helping police the event.

Ms. Barr reported she had spoken with the Sheriff’s Office and Sheriff told her Logan County Alliance would have to pay for his officers.

Mr. O’Neill reported he is in favor of Logan County Alliance’s new ideas.

Mr. Aylesworth asked about rain dates.

Ms. Barr reported there are no arrangements if it rains. The event will just be cancelled.

Mr. Schaffenacker reported the outcome from the Liquor Committee meeting. He reported two voted yes, two voted no and two abstained. This item will be placed on Tuesday’s agenda.

Airport/Farm:
Mr. Rohlfs reported 413 gallons of fuel were sold in March. Mr. Rohlfs reported he signed a contract with Harold Goodman Excavating to clean the ditch by the Hall Property on 1400th Ave. The project should be starting soon. Mr. Rohlfs reported the tree project is almost finished; all that is left is to plant some trees. Nothing further to report.

Animal Control:
On Tuesday night, Mr. Schaffenacker will make a motion to approve a proposal for Logan County Animal Control to purchase 150 tons of 3/8” pea gravel in the amount of $2,700.

Mr. Rohlfs seconded this motion to place it on the agenda. Nothing further to report.

Building and Grounds:
On Tuesday night, Mr. Bateman will make a motion to approve Flippers Lawn Management bid of $900.00 monthly for Lawn Care.

On Tuesday night, Mr. Bateman will make a motion to approve the Farmer’s Market in Latham Park for 2015 starting May 9th through October 31st, on Wednesdays and Saturdays from 8a.m till noon on both days. They will not hold a Wednesday Market in May, September or October. They would also like to extend their hours to 2:00p.m on the Art Fair Saturday and Sunday.
 


The County Board would not be voting on extending the hours until after the vote is taken on the Logan County Alliance request to use Latham Park for Arts in the Park.

Mrs. Davenport seconded this motion to place it on the agenda.

Mr. Bateman reported there is a new director for the Lincoln Challenge Program, Park Jackson. Mr. Jackson will be holding an information session about the Lincoln Challenge Program on April 30th in the County Board Conference room. Nothing further to report.

Community Action:
Mr. O’Neill reported Public Transportation seems to be holding its own. Community Action is in the process of planning a recognition awards ceremony for Foster Grandparents on May 18th at the American Legion.

Mr. Anderson reported Cheeseburger in Paradise made a $20,000 profit.

Executive:
Mrs. Schumacher reported the executive committee is still working closely with Public Transportation to help grow the program. The committee will be putting some specifics together at a later date, but they are on the right track to help the program grow.

Economic Development: Nothing to report.

Finance:
On Tuesday night, Mr. Ruben will make a motion to approve LO 14-15 54 Budget Amendment for the Circuit Judge. Mr. Hepler seconded this motion to place it on the agenda.

On Tuesday night, Mr. Ruben will make a motion to approve the audit. Mr. Schaffenacker seconded this motion to place it on the agenda.

On Tuesday night, Mr. Ruben will make a motion to approve the single audit. Mr. Rohlfs seconded this motion to place it on the agenda.

On Tuesday night, Mr. Ruben will make a motion to approve the Circuit Clerk audit. Mr. Aylesworth seconded this motion to place it on the agenda.

Mr. Ruben deferred the floor to Mrs. Dugan to explain the Tax Anticipation Warrant Bids. Mrs. Dugan reported we went with a line of credit of 800,000. The line of credit is good until November 30th. Mrs. Dugan sent out requests to bid on the County’s line of credit. Mrs. Dugan received 4 bids back. Illini Bank was the lowest bidder at .79%, State Bank was .98%, Illinois National was 1.3% and Havana Bank was 1.75%.

Illini Bank was awarded the bid; the money is still sitting at Illini Bank.

Mr. Anderson reported he would like to talk about the sale of the farm county property.

Mr. Hepler would like to see the County Board offer the property for sale. Mr. Hepler reported right now the County is receiving no money from the property. At least if the county board sold the property, we would see property tax money from the land. Mr. Hepler would like to sell the property as ten acres or two five partial acres.
 


Mrs. Davenport is in favor of selling the property.

Mr. O’Neill would like to request an appraisal of the land to see how much it is worth.

Mr. Ruben reported appraisals are very expensive.

Mr. Farmer is not in favor of selling the land.

On Tuesday night, Mr. Bateman will make a motion to hold an auction to sell the property. Mr. O’Neill seconded the motion to place it on the agenda.

Mr. Ruben reported the CPI is .8%.

General Assembly: Nothing to report.

Health:
Mrs. Schumacher reported Don Cavi hosted a breakfast last Friday that was a huge success. Mrs. Schumacher feels Mr. Cavi is doing an excellent job at the Health Department.

Insurance/Legislation:
On Tuesday night, Mr. Anderson will make a motion to approve raffles

Mr. Bateman seconded the motion to place them on the agenda.

On Tuesday night, Mr. Anderson will make a motion to approve LO 14-15 53 Water and Fire Districts. Mr. Aylesworth seconded the motion to place it on the agenda. Nothing further to report.

Workforce Investment: Nothing to report.

Law Enforcement and EMA: Nothing to report.

Liquor:
On Tuesday night, Mr. Schaffenacker will make a motion to allow Logan County Alliance to sell wine at Latham Park in conjunction with the Art Fair on July 18 and 19, 2015. Mr. Hepler seconded the motion to place it on the agenda.
 


Discussion held. Several of the County Board members suggested Mr. Schaffenacker change his motion to allow beer as well as wine. Mr. Schaffenacker reported he asked about that in the committee meeting and it didn’t sound like they were going to have any. Mr. Schaffenacker reported he worded his motion the way he did to limit it and therefore set a more limited precedent.

Mr. Hepler said he would modify the motion by referencing alcoholic beverages and then the board could amend it later because the Logan County Alliance staff was no longer present to answer questions about their intent to have beer.

Planning and Zoning: Nothing to report

Economic Development Partnership:
On Tuesday night, Mr. Ruben will make a motion to authorize a Chairman’s letter of the board’s support for the 5th St. Road Lincoln Project. Mr. Rohlfs seconded the motion to place it on the agenda. Nothing further to report.

Road and Bridge: Nothing to report.

Waste Management: Nothing to report.

Safety: Nothing to report.

Personnel: Nothing to report.

County Board Chairman’s Report:
Mr. Hepler reminded everyone about the special workshop meeting on April 28th in Atlanta. Mr. Hepler also reported he would like to change the ZBA board to 7 members instead of 5 members. Mr. Hepler reported Heartland Community College Foundation is hosting a fundraiser on May 15th if anyone wants to sign up. Nothing further to report.

A motion was made by Mr. O’Neill, seconded by Mr. Anderson, to adjourn the meeting. Motion passed. Meeting adjourned at 8:21p.m.
