Disposition of recent felony cases

[July 25, 2015]  LINCOLN - Below is the dispostion of recently heard felony cases in the Logan County Courts

People v. Andrew Birts, No. 14 CF 113

On July 22, 2015, Judge William Workman accepted a fully negotiated plea sending Andrew Birts to the Department of Corrections for the offense of Unlawful Delivery of a Controlled Substance, a Class 1 Felony. Andrew Birts was sentenced to 10 years in prison followed by 2 years of mandatory supervised release (formerly known as parole).

Andrew Birts was the subject of a covert narcotics investigation conducted by the Lincoln Police Department and the Illinois State Police. As a result of this investigation, law enforcement gathered evidence that on or about March 28, 2014 Andrew Birts sold cocaine. The cocaine weighed slightly over 1 gram.


People v. Terry Hess, No. 15 CF 9

On July 21, 2015, Judge William Workman accepted a fully negotiated plea agreement sending Terry Hess to the Department of Corrections for the offense of Unlawful Association by a Child Sex Offender, a class 4 felony. Terry Hess was sentenced to 2 years of prison followed by 1 year of mandatory supervised release.

On January 13, 2015, Lincoln Police observed a vehicle with markings of a K-9 Search and Rescue Unit. The vehicle was registered to Terry Hess, a child sex offender. Terry Hess and the vehicle were not affiliated with any law enforcement group.

People v. Ronald Thorne, No. 09 CF 33

On July 21, 2015, Judge William Workman accepted a fully negotiated plea agreement sending Ronald Thorne to the Department of Corrections for the offense of Unlawful Failure to Register as a Sex Offender, a class 2 felony. Ronald Thorne will serve 3½ years in prison followed by 2 years of mandatory supervised release.

On January 13, 2009, Lincoln Police conducted a sex offender registration of Ronald Thorne to learn that he no longer resided at the registered address. The offense was charged and Ronald Thorne failed to appear in court on September 10, 2009 and a warrant was issued. Ronald Thorne was taken into custody on the warrant in June of 2015.
