Appointment of Scott Cooper as Mayor of the City of Lincoln

LINCOLN
- During their regular meeting on Monday, June 1st, the Lincoln City
Council selected Mr. Scott Cooper to serve as Mayor of the City of
Lincoln. Mr. Cooper will serve out the balance of the term of former
Mayor Keith Snyder which ends April 30, 2017.

Mr. Cooper is a lifelong resident of the City of Lincoln and
received his bachelor degree from Greenville College in 2000. Mr.
Cooper then worked for the Illinois Department of Corrections for 31
years. He retired as a Parole Commander for the District 3 Sex
Offender unit this year. While working for the Department of
Corrections, Mr. Cooper also served in the Illinois National Guard
for 21 years, retiring in 2007. He served as a Planning Commission
member for the City of Lincoln, was appointed to Alderman, Ward 1 in
May 2014, and was elected to the Ward 1 seat in April 2015.
“I was surprised and humbled when receiving the nomination from my
fellow alderman,” said Cooper. He continued, “I know this has been a
long process for some in our community, and I just want to get to
work making this City better. I believe we are moving in a positive
direction and that’s something I hope to keep going.”
Mr. Cooper was selected by a public vote of the alderman on Monday
evening. The vacancy created by former Mayor Snyder’s resignation
was subsequently followed using a transition plan as outlined by
Illinois State Law. The review of City ordinances regarding the
mayoral vacancy revealed a conflict with the language of the
Illinois State Law. In cases where the State Law and local
ordinances conflict, the state law preempts the local ordinance.
Mr. Cooper’s appointment is effective June 1st. He will begin
meeting with the City Administrator and Department Heads this week.
