January Airport and Farm Meeting

[June 11, 2015]  LINCOLN - Blue Room, Logan County Safety Complex January 5, 2015.

Present: Gene Rohlfs; Rick Aylesworth; David Blankenship, Bob Farmer, Dave Hepler, Scott Schaffenacker Absent: Chuck Ruben
Guests: Curt Fox; Sam Evans; Melody Blankenship

Mr. Rohlfs called the meeting to order at 7:00 p.m.

A motion was made by Mr. Aylesworth, seconded by Mr. Farmer, to approve the minutes from the December 1, 2014 meeting as printed. Motion passed.

Old Business:

Tree Project Update: Mr. Rohlfs reported nothing new since last month.

Fuel Farm Update: Mr. Rohlfs has the plans for the fuel farm. Mr. Rohlfs called Kevin Lightfoot, the project engineer from Hanson, to ask him to consider running a diagonal curb for the piping and the electrical over to the new unit instead of running a curb along the apron. Mr. Rohlfs and Mr. Lightfoot did not come to a conclusion. Mr. Lightfoot will study the proposed change to see if it could lower cost, also.
 


New Business:

CEDS Funding: Mr. Rohlfs reported since the city is not giving money to the CEDS this year, the county would be required to up our fees. Currently, the county pays $5,000 to the CEDS funding. Mr. Farmer would like to cover more of the city’s share with an additional $3,000. A motion was made by Mr. Farmer, seconded by Mr. Blankenship, amending the budget to remove $3,000 from the Balloon Festival (110-00-5915) and transfer into General Funds (110-00-59014) for the purpose of increasing payment to the Economic Development committee for additional funding. Motion passed.

Airport Report: Mr. Rohlfs reported Ray Conley informed him that the PAPI’s RW 3 is out again. Mr. Conley ordered a new RELAY and warranty will cover this part. A motion was made by Mr. Hepler, seconded by Mr. Farmer, have Mr. Blankenship install the RELAY and check for further malfunctions. This item was not on the agenda; therefore, it was a straw vote. Mr. Rohlfs reported the County should be getting back $2,000 from the REILS and PAPIS certification. Nothing further to report.

HIF Report: Curt Fox reported the state inspected the recently completed work and all is good. Nothing further to report.

Farm Report: Mr. Farmer discussed the possibility of lowering the farm rent by $25.00 an acre. This item will be discussed next month. No action was taken at this time. Nothing further to report.

Budget Review: Mr. Rohlfs asked the committee to look at the revenue and expense page in their packets. The revenue and expense shows 49011 Grant/AAA 4033 site prep year to date budget of $297,000. Mr. Rohlfs plans to meet with Mrs. Dugan to ask her if she can break this figure out into two different projects. AAA-4317-Fuel Farm Project for $148,500 and RW 21 project for $148,500. Mr. Rohlfs plans to speak to Mrs. Meagher about the Sheley’s repair bill. He noticed the money came out of budget 14-15 and Mr. Rohlfs wanted the money to be paid out of budget 13-14.No further concerns.

Other Airport or Farm Business: Mr. Evans reported Ray Conley is near retirement. Mr. Evans would like to eliminate NDB to help save on cost. Mr. Rohlfs will put this on the agenda for next month. Mr. Rohlfs asked if anyone knows about the magnetic gate openers and deposits. Mr. Rohlfs will look into this.

A motion was made by Mr. Aylesworth, seconded by Mr. Hepler, to approve the bills as presented for payment. Motion passed.

A motion was made by Mr. Blankenship, seconded by Mr. Farmer, to adjourn. Motion passed. Meeting ended at 7:45 p.m.
