Mr. Bateman called the meeting to order at 6:30 p.m.
A motion was made by Mrs. Schumacher, seconded by Mr. Anderson, to
approve the minutes from December 10, 2014 as printed. Motion
passed.
Old Business:
Ordinance Revisions: Mrs. Parker reported down the line Mr. Wright
might add some language to the Ordinance Revisions regarding
possible criminal punishments regarding serious dog bites. Mrs.
Parker explained to the committee about a recent dog bite involving
a 5 year old.
New Business:

Administrator/Warden’s report: Mrs. Parker reported she has had
phone problems. As of today they were fixed. The only thing that
needs to be fixed is the 911 GPS. If Mrs. Parker calls someone,
caller id shows 732-6400, which is the County Board Office number.
DCFS will get with Mrs. Parker for training with Animal Control
employees because they are mandated reporters. Nothing further to
report.
Budget: No concerns.
Public Comments:
Mr. Fletcher addressed the committee regarding his dogs being picked
up by Animal Control. Mr. Fletcher informed the committee last week
he came home from work and his dogs were loose. Mr. Fletcher has a
concern about the price he has to pay to get his dogs back. Mr.
Fletcher feels the amount is too high and would like a lower amount.
Mr. Bateman asked Mr. Fletcher a few questions about his dogs. Mr.
Anderson asked Mr. Fletcher “what a fair fee would be”. Mr. Fletcher
feels the fee should be the same across the board for everyone.
Mrs. Parker handed out the records on Mr. Fletcher’s dogs. Mr.
Bateman feels Mr. Fletcher should pay the whole amount which is
$320.00. Mrs. Parker would like to make random visits to Mr.
Fletcher’s house if he gets his dogs back.

Mr. Fletcher has yet to come to Animal Control to identify
his dogs. Mr. Bateman would like to do a payment plan with Mr.
Fletcher. The committee would like it in writing what the
payment plan would be. Mr. Bateman would like Mr. Fletcher to
pay for the dogs by January 31, 2015.
Mrs. Davenport feels if we do a payment plan for Mr. Fletcher we
need to set a payment plan for everyone.
Mrs. Parker talked about the times she gives warnings. Mrs. Parker
explained the fees and penalties.
Mr. Anderson does not want to offer a payment plan to Mr. Fletcher;
he just wants to make Mr. Fletcher pay by the end of the month. The
committee agreed to give Mr. Fletcher until January 31, 2015 to pay
$320.00 and if he comes up with that money, then there will be a
written plan for Julie to make random stops to check on the dogs.
Mrs. Schumacher wants to talk to Mr. Schaffenacker to tell him that
he does not have the authority to waive any fees.
Mrs. Parker will type up language for Mr. Fletcher regarding the
issues of Mr. Fletcher’s dogs. Mrs. Parker will send the language to
Mrs. Schumacher and Mr. Anderson for approval.
A motion was made by Mrs. Schumacher, seconded by Mr. Hepler, to pay
the bills as presented for payment. Motion passed.
A motion was made by Mr. Anderson, seconded by Mr. Hepler, to
adjourn the meeting. Motion passed. Meeting adjourned at 7:51 p.m.
