Mr. O’Neill called the meeting to order at 6:00 pm.
A motion was made by Mr. Rohlfs, seconded by Mr. Bateman, to approve
the minutes from the January 7, 2015 meeting as printed. Motion
passed.
Old Business:
Wind Farm: Mr. D’Andrea reported County Board voted 6-6 on the
Relight request. Relight has 90 days to appeal the County Board’s
decision. Relight also can amend the application and come back with
a brand new application. Mrs. Schumacher presented five items to
consider updating the wind farm ordinance. Mr. Ruben discussed
property value guarantees. Mr. Ruben gave an example about elevators
expanding their grounds. Mr. Ruben wants to know if we plan to give
everyone the same rights and protection. Mr. Blankenship indicated
he understands needing funding and job growth, but wondered when the
County would begin considering the will of the people. If the people
don’t support the Master Plan, will this Board listen to them? Mrs.
Schumacher believes it should be based on size and structure. The
committee decided having bonds in place for the wind farms. Mr.
D’Andrea showed images of proposed setback changes for primary
structures and what they would do to the available land area to
design a wind farm. Keep on the agenda.
New Business:
M-3 Zoning Revisions: Mr. D’Andrea provided the committee with
proposed revised zoning amendment language. Mr. D’Andrea talked
about effective date: Uses listed under 3.73-3,b or c that were in
operation or had received County Board approval to rezone land to
M-3 prior to December 31, 2014, shall be considered a permitted use
under these regulations. A motion was made by Mr. Bateman, seconded
by Mrs. Davenport, to approve the proposed zoning amendment
language. Mr. D’Andrea will start the public hearing process for the
proposed zoning amendment language.

Zoning Officer’s Report:
Mr. D’Andrea reported the State of Illinois ruled that it would
allow one cultivation center per state police district. Lincoln
and Logan County is located in District 9. According to
information released, Cresco Labs is the only company to have
been approved in District 9 by the Department of Agriculture.

A motion was made by Mrs. Davenport, seconded by Mr. Rohlfs, to
adjourn the meeting. Motion passed. Meeting ended at 7:40 pm.
