NASCAR rule changes to create downforce

 Confirming what had been widely discussed this past weekend at Michigan, NASCAR announced on Tuesday that it will implement significant changes to the current Sprint Cup Series rules package for the July 11 Quaker State 400 at Kentucky Speedway.

Specifically, the rear spoiler will be shortened from six inches to 3 1/2 inches, the front splitter overhang will be shortened by 1 3/4 inches and the splitter extension panel will be decreased from 38 to 25 inches wide.

The net result will be a lower-downforce package that will be offset to some extent by a Goodyear tire combination that provides more mechanical grip than did last year's Kentucky tire. Because of the time frame for implementation of the new rules package, which at this point is for Kentucky only, Goodyear did not have an opportunity to test a tire combination with NASCAR's new specifications.

Race teams, however, will have extended practice time on July 8 in order to fine-tune the new competition package.

NBA

Of the nearly 90 players who declared as early entry candidates for the NBA draft, 34 players withdrew their names, the NBA said Tuesday.

Two of those are Jerome Hill of Gardner-Webb and Walter Pitchford of Nebraska. Pitchford plans to play overseas and Hill's plans were unclear. The other 32 players are international prospects.

The draft will be held on June 25 at Barclays Center in Brooklyn.

The Golden State Warriors and the Oklahoma City Thunder are tied at 5-1 to win the championship.

COLLEGE FOOTBALL

The Pennsylvania Sports Hall of Fame will honor former Penn State coach Joe Paterno as one of its inducteees this year.

Among the 12-member class announced Tuesday will be two players that Paterno coached -- quarterback Chuck Fusina and kicker Matt Bahr. The induction will take place on Oct. 24 at Valley Forge Casino Resort in King of Prussia, Pa.

Paterno was removed as Nittany Lions coach during the 2011 season after 46 years on the job in the aftermath of the Jerry Sandusky child sex-abuse scandal. Penn State was hit with sanctions and probation, and Paterno was stripped of 111 of his NCAA Division I-record 409 victories from his coaching career that were restored by the NCAA in January.

Paterno, a College Football Hall of Fame member, guided Penn State to five undefeated and untied seasons, national championships in 1982 and 1986, and Big Ten titles in 1994, 2005 and 2008. Two months after he was dismissed in 2011, he died of cancer.

---Police on Tuesday formally charged Pittsburgh wide receiver Tyler Boyd with driving under the influence after he was arrested Friday morning in Jefferson Hills, Pa.

The 20-year-old Boyd, considered a possible first-round NFL draft pick in 2016, told police he had two shots after watching the NBA Finals, according to KDKA-TV. He was arrested after taking a Breathalyzer test and later released into the custody of a family member, KDKA reported.

In addition to the DUI charge, Boyd is accused of underage drinking, careless driving and driving on the wrong side of the road. Boyd, who will be a junior next season, caught 78 passes for 1,261 yards and eight touchdowns last season and has 163 receptions for 2,435 yards and 15 scores in two years at Pitt.

COLLEGE BASKETBALL

The defending regular-season champions of the Atlantic Coast and Big East conferences will meet next season as part of a two-year agreement between Virginia and Villanova.

Villanova, which established a school record with 33 victories last year, will go to Charlottesville on Dec. 19 to take on the Cavaliers. Virginia tied a school record with its 30 victories in 2014-15. Virginia will pay a visit to Philadelphia in 2016-17 to face the Wildcats.
