[June 18, 2015]  LINCOLN - Wednesday, February 18, 2015 Logan County Safety Complex - Blue Room

CALL TO ORDER:

The Logan County Joint Solid Waste Agency board met on Wednesday, February 18, 2015 in the Blue Room of the Logan County Safety Complex. Chairman James Struebing, New Holland, called the meeting to order at 7:00 PM and introduced new member Matt Fights from Elkhart, who is taking Ms. Peggy Lee's position on the board. Chairman Struebing then asked that the roll be called and the following members were present: Pat O'Neill - Logan County, Andy Anderson - Logan County Alternate, Matt Fights Elkhart, John Utterback - Mt. Pulaski, Ivan Rademaker - Emden, Doris Last - Hartsburg and Michele Rohlfs Agency Coordinator; a quorum was present.

APPROVAL OF NOVEMBER 2014 MINUTES:

Chairman Struebing asked if there were any questions or clarification needed for the November minutes; there was none noted. Mr. John Utterback motioned to accept the November minutes, seconded by Mr. Pat O'Neill. All present approved and the motion carried.
 


PAYMENT OF BILLS:

Chairman Struebing read through the December 2014 bills. Mr. John Utterback motioned to accept the December bills, with a second provided by Mr. Pat O'Neill; all present approved and the motion carried. Chairman Struebing then read through the January 2015 bills. Mr. Ivan Rademaker motioned to accept the January bills, with a second provided by Ms. Doris Last; all present approved and the motion carried. Chairman Struebing then continued with the February bills presenting them for payment. Mr. Pat O'Neill motioned to pay the February bills, which was seconded by Mr. Ivan Rademaker; all present approved and the motion carried.

COMMITTEE REPORTS

COORDINATOR'S REPORT:

Ms. Rohlfs informed the board that Mr. Arlyn Musselman's welding class at Lincoln Community High School recently repaired one of the Agency's bins. A new floor was welded into a 2-yard bin that was severely weathered from years of exposure to the elements. Ms. Rohlfs was asked if Mr. Musselman's class would be interested in repairing other bins and she responded that it was a one-time project for the welding class.

Ms. Rohlfs informed the board the recycling bins have been returned to Cornland. Following the sale of the State Bank site to an individual who planned to turn the building into a residence, the bins were removed. Ms. Irene Burger contacted Ms. Rohlfs and said she missed having the bins in Cornland and owned property that that she was willing to allow the Agency to use to as a site for the recycling bins.

OLD BUSINESS

HOUSEHOLD HAZARDOUS WASTE COLLECTION REPORT:

Ms. Rohlfs received the final report from the Household Hazardous Waste Collection held in October of 2014. A total of 559 vehicles representing 640 households participated in the collection. A total of 168.76 fifty-five gallon drums of hazardous material was collected at a cost of $45,499.00 which was paid by the IL-EPA.

NEW BUSINESS

APPROVAL OF 2015 ELECTRONICS RECYCLING GRANT:

Ms. Rohlfs applied for and again received a $2,000 IL­ EPA grant to promote electronics recycling. She is currently in the process of updating the print ads previously used since most electronics recycling sites are no longer accepting TVs. Ms. Rohlfs will use both print and internet ads to provide information on and to promote electronics recycling. Ms. Rohlfs reports that the only available sources for recycling TVs and old computer monitors are now out of county.

SUBMISSION OF FINAL REPORT 2014 ELECTRONICS RECYCLING GRANT:

The final report for the 2014 Electronics Recycling grant has been submitted to IL-EPA and was approved.

SUBMISSION OF REQUEST FOR GOVERNMENTAL TIRE COLLECTION:

Ms. Rohlfs has submitted a request to the IL-EPA for a tire collection for local units of government in Logan County. A collection date in May has been requested after consultingwith Mr. Bret Aukamp of the Logan County Highway Department as the date would provide ample opportunity to collect tires from roadsides and the collection would be held before road chipping begins.

LOGAN COUNTY COMMUNITY HEALTH FAIR:

The Logan County Community Health Fair will be held March 28, 2015 at the Recreation Center. The State Bank of Lincoln is again sponsoring confidential paper shredding and hard drive destruction and the Agency along with the Lincoln Woman's Club will be collecting container glass. Old eyeglasses, plastic bags, old printer cartridges and unwanted or expired medications will also be collected.

UNANNOUNCED NEW BUSINESS:

Chairman Struebing informed those present that decisions are going to have to be made regarding the Agency's future between now and 2017 when the 20-year municipal agreement with communities in Logan County expires. Members were asked to begin discussions with their respective city and village boards on this issue.

Ms. Rohlfs informed members that the SOAR recycling program in Mason City is disbanding. The program is primarily staffed by retired volunteers and due to a decreasing number of volunteers and the volume of work, the program management has decided to end the program.

Ms. Rohlfs thanked Mr. Andy Anderson for his assistance in obtaining a new computer for the Agency. Mr. Anderson submitted a request on behalf of the Agency to the County Board Finance Committee asking that a new computer be purchased due to a systems upgrade currently underway at the Logan County Courthouse. Since the Agency ended FY2014 with a deficit, the Agency's 2015 budget would not allow for the purchase of new computer. Ms. Rohlfs said that without the new computer, she would have to use her home computer for agency work as the current computer would not be compatible with the new upgrades. The Finance Committee recommend the purchase a new computer for the Agency; the purchase must still be approved by the County Board.

Ms. Rohlfs informed members that she included a report in tonight's materials with 2014 Recyclable Totals and a tentative collection schedule for 2015.

With tonight's business concluded, Mr. Ivan Rademaker motioned to adjourn, with a second provided by Ms. Doris Last; all present approved and the meeting adjourned at 7:40 PM.
