 The meeting was called to order by Chairman, Robert Farmer at
10:30 a.m.
Pledge of Allegiance to the American Flag was led by Robert Famer.
Members Present: Andy Anderson; Kevin Bateman; David Blankenship;
Emily Davenport; David Hepler; Bob Farmer; Pat O誰eill; Gene Rohlfs;
Chuck Ruben; Scott; Schaffenacker; Jan Schumacher
Absent: Rick Aylesworth
Guests: Jessica Lema; Derek Hurley; Jon Wright; Sheriff
Mr. Farmer appointed a committee of three members to examine the
Credentials of Election provided by the County Clerk of newly
elected members. The committee included: Jan Schumacher; Chuck Ruben
and Kevin Bateman. The committee found that everything was in order
and that indeed the parties had been elected to office. Chairman
Farmer authorized the newly elected members to be seated.
Chairman Farmer accepted nominations for Chairman Pro-Temp to run
the Organizational meeting.
A motion was made by Mr. Ruben, seconded by Mr. O誰eill, nominating
Bob Farmer. Motion passed. Mr. Farmer was seated as Chairman
Pro-Temp.
Mr. Farmer accepted nominations for Chairman of the County Board.
A motion was made by Mr. Rohlfs, seconded by Mr. Schaffenacker,
nominating David Hepler as Chairman of the County Board.
A motion was made by Mr. Ruben, seconded by Mr. Anderson, nominating
Jan Schumacher as Chairman of the County Board.
A motion was made by Mr. Ruben, seconded by Mr. O誰eill, to close
the nominations for Chairman of the County Board. Motion passed.
Roll call vote was taken on the motion nominating David Hepler as
Chairman of the County Board. 7 yes 4 no Motion passed.
The second motion was not called as the first motion passed with a
majority.
Mr. Farmer accepted nominations for Vice-Chairman of the Logan
County Board.
A motion was made by Mr. Rohlfs, seconded by Mr. O誰eill, to
nominate Robert Farmer as Vice-Chairman of the Logan County Board.
A motion was made by Mrs. Davenport, seconded by Mrs. Schumacher, to
nominate Kevin Bateman as Vice-Chairman of the Logan County Board.

A motion was made by Mr. Ruben, seconded by Mr. Hepler, to
close the nominations for Vice-Chairman of the County Board.
Motion passed. Roll call vote was taken on the motion nominating
Robert Farmer as Vice-Chairman of the County Board. 7 yes 3 no 1
abstain. Motion passed.
The second motion was not called as the first motion passed with
a majority.
Newly elected Chairman, David Hepler, was seated.
Mr. Hepler entertained a motion by Mr. Schaffenacker, seconded by
Mrs. Davenport, to accept the appointment of Kevin Bateman as
Parliamentarian to the Logan County Board. Motion passed.
Mr. Hepler reported he will make committee assignment
recommendations at the December Board of Whole meeting on December
11, 2014. He asked that the members continue on their current
committee assignments until that time.
Mr. Hepler asked Mr. O誰eill to chair Planning and Zoning on
December 3, 2014.
Mr. Hepler asked Mrs. Schumacher to attend Regional Planning on
December 3, 2014.
A motion was made by Mr. O誰eill, seconded by Mr. Ruben, to adopt
the County Financial Policies LO 0910 90, as amended. Voice vote,
motion passed.
A motion was made by Mrs. Davenport, seconded by Mr. Ruben, to adopt
the County Board Policy and Procedures LO 09-10 65, as amended.
Voice vote, motion passed.
Mrs. Schumacher reminded everyone about the employee Christmas
luncheon on Friday, December 5, 2014
Mrs. Turner suggested having Betsy Pesh (formerly of Hartsburg Emden
High School) speak to the board regarding open meeting policies and
Roberts Rules of Order.
A motion to adjourn was made by Mr. O誰eill, seconded by Mr. Farmer.
Motion passed. Meeting adjourned at 10:57a.m.
