[March 04, 2015]  LINCOLN - Logan County Safety Complex, December 3, 2014

Present: David Hepler; Pat O’Neill; Kevin Bateman; David Blankenship; Jan Schumacher;
Absent: Bob Farmer
Guests: Will D’Andrea; Gene Rohlfs; Tom Martin; Deanne Mott; Jena Monical-Ruhl

Mr. Hepler called the meeting to order at 6:30 pm.

A motion was made by Mr. Bateman, seconded by Mr. Blankenship, to approve the minutes from the November 5, 2014 meeting as printed. Motion passed.

Old Business:

Wind Farms:

Mr. D’Andrea reported there has been a request to table the public hearing on December 4, 2014. The public hearing will be December 11, 2014.

Subdivision Rewrite:

Mr. D’Andrea reported Mr. Aukamp is still working on the engineer part of the subdivision rewrites.

New Business:

Conditional Use Zoning- Parameters, Costs and Process:

Mr. D’Andrea explained ordinance structure, zoning districts, permitted uses, accessory uses, conditional uses and also conditions of approval. Mr. D’Andrea will be drafting proposed ordinance changes to address notification requirements for public hearings and planning and zoning will be discussing how to restructure which uses will be conditional uses.

A motion was made by Mr. Bateman, seconded by Mrs. Schumacher, to allow Mr. D’Andrea to clean up the zoning book to his likings.

Zoning Officer’s Report:

Mr. D’Andrea reported nothing further to report.

Public comments:

Tom Martin; Deanne Mott and Jena Monical-Ruhl of Mt. Pulaski addressed the committee about their concerns regarding the Wind Farms. All three residents talked about infrasound and health issues. The residents asked the committee to please vote no against the Wind Farm.

Communications: None

A motion was made by Mr. Hepler, seconded by Mrs. Schumacher, to approve the bills. Motion passed.

A motion was made by Mr. Bateman, seconded by Mrs. Schumacher, to adjourn the meeting. Motion passed. Meeting ended at 7:17 pm.
