			 Those present were Alderman Bauer, Alderman Cooper, Alderman 
			Hoinacki, Alderman Horn, Alderman Mourning, and Alderman Neitzel. 
			Also present were Street Department Superintendent Mr. Landers, Fire 
			Chief Miller, Building and Safety Officer Mr. Lebegue, EMC/American 
			Water Manager Mr. Ferguson, and Police Chief Greenslate. Also 
			present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney 
			Mr. Blinn Bates, City Administrator Mr. Johnson, City Treasurer Mr. 
			Conzo, and Recording Secretary Mrs. Riggs.  
			 
			Mayor Snyder called the meeting to order at 7:00 p.m. There were six 
			Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, 
			Alderman Horn, Alderman Mourning, and Alderman Neitzel), one absent 
			(Alderman Tibbs), and one seat vacant. 
			 
			Mayor Snyder led the Pledge of Allegiance. 
			 
			Public Participation: 
			 
			There was no public participation. 
			 
			Presentation from Will D’Andrea – Logan County GIS Update: 
			 
			Mr. Will D’Andrea presented the newest layer of the GIS site which 
			is now available through the County’s website. There are different 
			layers in different zoning categories. Anyone can look up property 
			to see where it stands for things such as flood plains, school 
			districts, and property can be found by parcel number.
			 
			  
			Request to Temporarily Close 100 Block of S. McLean Street for 
			Bike Rodeo Sponsored by Health Communities Partnership: 
			 
			Josh Slightom was present to discuss the request to temporarily 
			close the 100 block of South McLean Street on Saturday, April 25, 
			2015. This will be for local kids and the children will be learning 
			bicycle safety and how to make simple repairs to a bicycle. They 
			will also have a safety course for children to learn different 
			aspects of safety. The Healthy Community Partnership is hoping to 
			bring activity to the downtown. 
			 
			Mayor Snyder said the post office would need the availability for 
			trucks to get into the Post Office. Alderman Bauer suggested Mr. 
			Slightom contact Mr. Jim Drew to see if the parking lot next to his 
			building might be available. This will be placed on the Consent 
			Agenda for Tuesday, February 17, 2015. 
			 
			Request to Temporarily Close 100 Block of S. Kickapoo Street for 
			Railsplitter Antique Auto Club: 
			 
			Mayor Snyder said a meeting had been held earlier this evening. The 
			proposal will assist in promoting the car show and access to the 
			downtown businesses. The car show will rotate around the Courthouse 
			block each month and will have overflow on the courthouse side. The 
			Logan County Alliance will assist by having people come to the car 
			show and have a promotion to bring more people in and perhaps more 
			cars. The car show will only be once a month from 5:00 p.m. to 8:00 
			p.m. 
			 
			Alderman Mourning was glad to see that the Car Club and the City are 
			working together. This will be on the Regular Agenda for Tuesday, 
			February 17, 2015. 
			
			    Logan County Safety Complex Lease Agreement: 
			 
			Mayor Snyder said at the joint meeting Board Member Mr. Ruben asked 
			if the agreement had been sent over. The lease agreement had not 
			been approved and therefore had not gone out. The City will be 
			paying $2,740.00 per month. This will be placed on the Consent 
			Agenda for Tuesday, February 17, 2015.

				 City Administrator Mr. Johnson said this the expansion of the 
				Enterprise Zone was hashed out at the last Committee of the 
				Whole workshop session. This is a $7M investment by the grain 
				elevators into the community and jobs will also be added. If the 
				Council wishes to approve this, City Attorney Mr. Bates wanted 
				them to know that he represents the elevators. The agenda will 
				have the Ordinance on as well as the understanding that Mr. 
				Bates represents the elevators. 
				 
				Agreement with Debt Collection Partners: 
				 
				City Administrator Mr. Johnson said this is at no cost to the 
				City and the debt collection partners put their fee on top of 
				what is owed. 
				 
				Mr. Bates represents this company and wanted to disclose that 
				fact. An agreement will be needed. Alderman Hoinacki thought 
				they should review this every year. 
				 
				This will be placed on the Agenda for Tuesday, February 17, 
				2015. 
				 
				Selection of Mayor Pro Temp: 
				 
				Mayor Snyder said the City’s code does not match the State’s 
				code. Alderman Bauer said the language needs to be revised. City 
				Administrator said the code could be more restrictive than the 
				State’s code. Mayor Snyder said they would work on the language. 
				 
				Other Discussion: 
				 
				City Hall will be closed on Thursday, February 12, 2015 in 
				observance of Lincoln’s Birthday and on Monday, February 16, 
				2015 in observance of President’s Day. 
				 
				Mayor Snyder said he will have some commission assignments. 
				Historic Preservation Commission will add Kay Dobson with her 
				term ending April 30, 2015 and Karen Sager’s term would end on 
				April 30, 2016. 
				 
				Fire Chief Miller said on February 12, 2015 the flag will fly at 
				half mass through the Governor’s Proclamation for the line of 
				duty death of the Fire Chief of Medora. 
				 
				Executive Session:

				Tibbs), and one seat vacant. 
				 
				The City of Lincoln Committee of the Whole Meeting adjourned at
