Mayor Snyder called the regular City Council Meeting to order at
7:00 p.m.
City Clerk Mrs. Gehlbach called the roll. There were five Aldermen
present (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman
Mourning, and Alderman Neitzel), two absent (Alderman Cooper and
Alderman Tibbs) and one seat vacant. Also present were Fire Chief
Miller, Deputy Building and Safety Officer Mrs. Ingram, Street &
Alley Superintendent Mr. Landers, and Police Chief Greenslate. Also
present were Mayor Snyder, City Treasurer Mr. Conzo, City Clerk Mrs.
Gehlbach, City Attorney Mr. Bates, City Administrator Mr. Johnson,
and City Recording Secretary Mrs. Riggs.
Mayor Snyder led The Pledge of Allegiance.
Mayor Snyder said the agenda packet for the meeting is now available
on the City’s website.
New Business/Communications:
Advise and consent of mayoral appointments
Mayor Snyder recommended Steve Parrott as Ward 1 Alderman. Alderman
Bauer moved to approve and Alderman Neitzel seconded it. City Clerk
Mrs. Gehlbach called the roll call. There were five ayes (Alderman
Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, and
Alderman Neitzel), zero nays, two absent (Alderman Cooper and
Alderman Tibbs), and one seat vacant; motion carried.
City Attorney Mr. Bates swore in Mr. Parrott.
Public Participation:
Mrs. Rohlfs congratulated Mr. Parrott. Mrs. Rohlfs introduced
herself to the City Council as a candidate for Ward 3.

Approval of Logan County Safety Complex Lease Agreement
Alderman Horn moved to approve the Consent Agenda as read and
Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the
roll call. There were six ayes (Alderman Bauer, Alderman Hoinacki,
Alderman Horn, Alderman Mourning, Alderman Neitzel, and Alderman
Parrott), zero nays, and two absent (Alderman Cooper and Alderman

New Business/Communications:
Request from Railsplitter Antique Auto Club to close various
downtown streets for monthly cruise-ins on the fourth Saturday of
each month from May through September, 2015 from 5:00 p.m. to 9:00
p.m.
Alderman Mourning moved to approve and Alderman Neitzel seconded it.

Alderman Neitzel moved to approve the appointment of Kay Dobson
(term ending April 30, 2015) and Karen Sager (term ending April
30, 2016) to the Historic Preservation Commission and Alderman

Approve debt collection agreement between the City of Lincoln
and Credit Collection Partners
Alderman Neitzel moved to approve and Alderman Mourning seconded

Alderman Mourning, Alderman Neitzel, and Alderman Parrott), zero
nays, and two absent (Alderman Cooper and Alderman Tibbs);
motion carried.
Announcements:
Alderman Bauer announced that Lincoln College Phi Theta Kappa
(Honor Society) will be hosting a Trivia Competition on February
27, 2015 at the Meyers Evans Student Center. The money received
will go to Special Olympics initiatives in Lincoln/Logan County.
The teams will be eight members at $10.00 per person and the
winning team will receive $100.00.
The meeting for Tuesday, February 24, 2015 has been rescheduled
to 6:30 p.m.
Possible Executive Session;
There was no Executive Session.
Alderman Neitzel moved to adjourn the meeting and Alderman
Parrott seconded it. There were six ayes (Alderman Bauer,
Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman
Neitzel, and Alderman Parrott), zero nays, and two absent
(Alderman Cooper and Alderman Tibbs); motion carried.
The City Council Meeting was adjourned at 7:34 p.m.
