Feb. 24 Committee of the Whole meeting minutes

[March 20, 2015]  LINCOLN - Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, February 24, 2015.

Those present were Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, and Alderman Parrott. Also present were Street Department Superintendent Mr. Landers, Fire Chief Miller, Building and Safety Officer Mr. Lebegue, EMC/American Water Manager Mr. Ferguson, and Police Chief Greenslate. Also present were Mayor Snyder, City Clerk Mrs. Gehlbach, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, and Recording Secretary Mrs. Riggs.

Mayor Snyder called the meeting to order at 6:30 p.m. There were five Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, and Alderman Parrott) and three absent (Alderman Hoinacki, Alderman Neitzel, and Alderman Tibbs).

Mayor Snyder led the Pledge of Allegiance.

Public Participation:

There was no public participation.

Presentation from Lincoln Speedway 2015 Schedule of Events:

Mr. and Mrs. Norm Horn thanked the City Council. A handout with the upcoming season’s racing schedule was given out. They also had a handout with their curfew times from last season. They were asking for the same 90 minutes they had last year. A young man has come on as the announcer for the races on a part time basis.

Mayor Snyder said they would place this on the City’s website and it would be on the voting agenda for March 16, 2015.

Request to Permit – Lincoln Route 66 Garage Sale Days:

Mayor Snyder said the dates for the sale are June 12, 13, and 14, 2015. This item was placed on the Consent Agenda for March 2, 2015.

Request to close Broadway Street from McLean to Kickapoo for LCHS Prom Grand March – Saturday, May 2, 2015

The proof of insurance has not been provided but must be received before the event. This will be placed on the Consent Agenda for March 2, 2015.

Ordinance: Purchase of Precision Products Property – 311 Limit Street

City Administrator Mr. Johnson said the Environmental Phase 1 report came back clean. Once the title work is completed a closing date will be set. The recommendation is to adopt the Ordinance.

Strategic Plan Update:

City Administrator Mr. Johnson said this will be held in Normal, Illinois beginning at 5:30 p.m. on March 6, 2015. On March 7, 2015 the meeting will be from 8:00 a.m. to 3:00 p.m. The department heads will be included during the Saturday meeting.

Executive Session:

There was no Executive Session.

Upcoming Meetings:

Council: Monday, March 2, 2015 – 7:00 p.m.

Committee of Whole: Tuesday, March 10, 2015 – 7:00 p.m.

Alderman Horn made a motion to adjourn the meeting and Alderman Parrott seconded it. There were five ayes (Alderman Bauer, Alderman Cooper, Alderman Horn, Alderman Mourning, and Alderman Parrott) and three absent (Alderman Hoinacki, Alderman Neitzel, and Alderman Tibbs).

The City of Lincoln Committee of the Whole Meeting adjourned at 6:47 p.m.
