County Clerk Sally Turner to serve as Election Observer for the
Organization for Security and Cooperation in Europe

LINCOLN
- Logan County Clerk Sally J. (Litterly) Turner has been chosen to
serve as an Election Observer for the Organization for Security and
Cooperation in Europe (OSCE) in Central Asia, the Caucasus, the
Balkans, and Central and Eastern Europe.

Through the Rapid Expert Assistance and Cooperation Teams (PAE
-REACT) Election Officials serve the U.S. Department of State to
support the democratization, elections, human rights, and rule of
law efforts of the OSCE in the various regions.
In November 1999, OSCE endorsed REACT as a tool to enable the OSCE
to rapidly deploy civilian experts to undertake activities
associated with conflict prevention, crisis management and
post-conflict rehabilitation.
Since 2000, PAE has deployed American experts on behalf of the U.S.
Department of State to support the efforts of the OSCE. The U.S.
Mission to the OSCE represents the interest of the United States
government in the OSCE. The United States views the OSCE as a vital
instrument for building stable, open societies in which every
country lives at peace with its neighbors. The U.S. Mission to the
OSCE engages with diplomatic representatives of the other
participating States and with the OSCE staff in promotion of this
vision.
Elected in 1994, Turner is the Election Authority for Logan County
and was re-elected 5 more times and is serving in her 6th term. She
is a past President of the Illinois County Clerks and Recorders
Association, Chairman of the Legislative Committee, and serves on
the Tax Manual and State Board of Elections Advisory Committees.
