Mr. O’Neill called the meeting to order at 6:30pm.
A motion was made by Mr. Bateman, seconded by Mrs. Davenport, to
approve the minutes from the July 1, 2015 meeting as printed. Motion
passed.
Old Business: 1. Subdivisions Ordinance: Mr.
D’Andrea will compile a working document showing the latest
suggested changes. The goal is to have a document for review at next
month’s meeting.
2. Quarry Litigation Status: No update was available.
3. Rural Subdivision Property Standards: Mr. D’Andrea was
asked whether a specific residence would be subject to these
standards and how to address the situation. Mr. O’Neill will speak
with the state’s attorney regarding the need for a hauler license.
Mrs. Schumacher will speak with Don Cavi to seek his assistance as
well.
4. Contaminated property: Mr. O’Neill asked whether the
County can enforce any clean-up requirements for properties that are
vacated and the ground remains contaminated. Mr. Bateman discussed
EPA regulations that apply. Mr. O’Neill will contact the EPA for
further guidance. Mrs. Schumacher discussed Illinois’ brownfield
program and recommended the issue be forwarded to Bill Thomas for
handling.
New Business:
1. Alternate Zoning Officer Authority: Mr. O’Neill expressed
concerns over zoning permit approvals when Mr. D’Andrea is out of
the office. Mr. D’Andrea did not recommend an agreement with another
county, as zoning regulations differ between counties. It is normal
for permit approvals to take more than a week.
2. Quarry Rezoning Request: Mr. D’Andrea reported there is a
ZBA hearing on September 3 to hear information about the potential
rezone of Muck property on Fifth Street. This should be coming to
the full Board later in September.

3. Enterprise Zone Boundaries: Mr. D’Andrea provided
an update on discussions regarding the new application for
enterprise zone designation. He shared a map of the potential
boundaries of the zone. The existing zone has been expanded and
includes some property outside Logan County. It has been
recommended the application for the new zone only include
property within Logan County. He has spoken with the Lincoln
City Administrator and recommends removal of the majority of the
property within the city of Lincoln that is residential in
nature.
Zoning Officer’s Report: Mr. D’Andrea provided an update
of items that are now available on the website. He also
discussed changes to the GIS mapping to make them more
user-friendly.
Nothing further to report.
Public comments: Ms. Downing expressed concerns about the
Muck re-zone request and how it will impact traffic on Fifth
Street Road. The loaded trucks would enter the roadway in the
middle of the s-curve, creating a safety hazard. There is also a
gas pipeline running through the property in question.

A motion was made by Mr. Rohlfs, seconded by Mr. Hepler, to
approve the bills. Motion passed.
A motion was made by Mr. Bateman, seconded by Mr. .Hepler, to
adjourn the meeting. Motion passed. Meeting ended at 7:30 pm.
