Mr. Blankenship called the meeting to order at 7:32 pm.
A motion was made by Mr. Schaffenacker, seconded by Mr. Aylesworth,
to approve the minutes from the August 3, 2015 meeting. Motion
passed.
The list of claims for payments was reviewed. A motion was made by
Mr. Aylesworth, seconded by Mr. Schaffenacker, to approve the list
of claims for payment. Motion passed.
Monthly report on current maintenance and construction:
Maintenance Report: The County’s sealcoat program had good
progress is August. It is in the final few weeks of work. There are
still 2 townships, 2 villages, and several miles of County Highways
to complete. There were several locations on County Highways where
the road base needed repaired. All those sections have now been seal
coated. A second coat will be applied in the next few weeks, which
should be enough to waterproof the roadway before winter. The crew
has been patching various locations around the county, mainly on CH
12 west of Broadwell and CH 14 north of New Holland. Several field
entrance culverts that were requested last winter have been
finished. The department is not able to be very timely with culvert
requests; Mr. Aukamp tries to consolidate the backhoe projects in
the respective areas of the County, completing as many as possible
while the equipment is in the area. For that reason, there are times
when customers have to wait. The department’s college interns are
back to school, so the crew is back to 6 men. This is a busy time of
year as the sealcoating program and all summer projects are in full
swing.
Construction Report: The Orvil township bridge project on
2200th Street is underway. The old bridge has been removed. The
piling has been driven for the new bridge, and one of the abutments
has been poured. The department is on schedule to set beams on this
bridge sometime right after Labor Day. It is scheduled as a 35
working day project. It is currently in week 2.
Engineering Report: The State of IL recently awarded the
joint purchasing contract for rock salt. Logan County did get a
contract this year. The awarded bid price is $63.96 per ton. This is
38% less than last year, and comparable to what has been paid in the
past. MFT Status: The department is not currently receiving any
Motor Fuel Tax revenue. It’s not a huge issue for Logan County right
now because there are balances to fall back on to continue
operating. There is an issue with several of the bridges along the
Lake Fork ditch. The drainage district has been dredging the ditch
and piling the material along the channel levees, raising the
elevation by several feet. Until now, this problem has only affected
township bridges, and Mr. Aukamp doesn’t believe that they have
approached the drainage district about the problem. Recent dredging
at the County Highway 1 bridge south of Mt. Pulaski has caused the
channel levees to be raised above the low- beam elevation of the
bridge. During flood events, the water is now contained in the
channel and put lateral pressure on the bridge beams. Mr. Aukamp
will contact the drainage district to discuss the problem.
Old Business:
1) High Speed Rail Crossings: The rail crossing at Broadwell is
expected to be closed for replacement in the near future. There is
concern about when it will begin or how long it will take. The
latest set of plans showed roadway work on both sides of the
crossing. The crossing will include a second set of tracks since
Union Pacific has extended their rail siding through this area. Mr.
Aukamp has a meeting scheduled this week to discuss construction
plans in Lawndale. The current design plans show the Main Street
crossing to be closed, with roadway improvements to be made at the
Lincoln Street crossing and other improvements. Cost estimates to
validate the need for the improvements will be reviewed.

2) Improvements to CH 3 (San Jose Road) and CH 16 (Delavan
Road): This project began last week and is nearly complete.
IRC had their road recycler grind both roadways on Monday and
Tuesday. Oil was applied on Thursday and then mixed with the
loose aggregate. A grader and vibratory roller have been working
the roadway for several days to help establish a proper crown,
and to provide adequate compaction. The road needs some time to
cure, while the water evaporates from the emulsified oil. The
plan is to sealcoat these roads in a few weeks. Cost-per-mile
numbers are not ready yet. Mr. Aukamp’s rough guess: 100,000
mile but had originally budgeted 200,000 miles. 3) Repairs
to County Highway 6 (Atlanta-Beason): This project is mostly
complete. About 4 inches of additional rock was added to the roadway
to help strengthen this section. The department’s grader was used to
establish a uniform crown but rented a vibratory roller to provide
some compaction. The grader was used to pull dirt from the ditches
toward the shoulders. There are smooth foreslopes over the project,
but there will be a need to add dirt along the shoulders in several
places.
4) Road Conditions and Funding: Nothing to report.
5) Equipment Purchases: The State of IL recently awarded the
join purchasing contract for dump trucks. Mr. Aukamp is working with
Rush Trucking to get an order form and vehicle specifications, but
is still waiting. The goal is to purchase one quickly, before the
first snowfall. Due to only having $60,000 in the current year’s
budget for equipment purchase, Mr. Aukamp may need to request a
budget amendment this month. The State bid price is $123,000 and it
may still need a plow and/or salt spreader. New Business:
1) Resolution to approve a County Aid request for funding from
the County Bridge Fund to replace a culvert on 1500th Street in East
Lincoln and Chester Twps. (Section 115-B-CA) The County’s share
would be as much as $25,000. A motion was made by Mr. Aylesworth,
seconded by Mr. Rohfls to bring the resolution forward to the full
Board. Motion passed.
2) Resolution to approve a County Aid request for funding from
the County Bridge Fund to place riprap under a bridge on 2300th St
in Atlanta Twp. (Section 215-B-CA) The County’s share would be
as much as $10,000. A motion was made by Mr. Ruben, seconded by Mr.
Schaffenacker to bring the resolution forward to the full Board.
Motion passed.
3) Engineering Services Agreement with Cummins Engineering for
design work on a bridge replacement project for Prairie Creek Twp on
2300th St. (Section 15-15128-00-BR) The not-to-exceed cost is
$29,900. The County’s share would be 10%. A motion was made by Mr.
Ruben, seconded by Mr. Aylesworth to approve the agreement. Roll
Call vote taken, 5 yes 0 no. Unanimously passed.
4) Wind Farm Road Use Agreement: Nothing to report.
5) Quarterly project status report: Mr. Aukamp will provide
this information next month for each member.
A motion was made by Mr. Aylesworth seconded by Mr. Rohlfs, to
adjourn the meeting. Motion passed. Meeting ended at 8:23 p.m.
