Logan County Sheriff's Meeting

Present: Rick Aylesworth; Bob Farmer; Gene Rohlfs; Emily Davenport; Scott Schaffenacker Absent: David Blankenship
Guests: Sheriff Nichols; Steve Siltman; Kendall Caruthers; Dan Fulscher; Bob Thomas Mr. Aylesworth called the meeting to order at 7:00 pm.

A motion was made by Mrs. Davenport, seconded by Mr. Farmer, to approve the minutes from August 6, 2015 as printed. Motion passed.

Vehicle Update:
All the vehicles are done and on the road.

New Business:

Contract Employee:
Sheriff brought a copy of a possible contract for a janitor/plumber/electrician. If the Board approves the contract, Sheriff would like to advertise for a contractual job opening. Ideally, the candidate would be able to do both plumbing and electrical, and within all county buildings. Sheriff would like to have Board members included in the interview process. A motion was made by Mrs. Davenport, seconded by Mr. Farmer to bring the contract to the full board. Motion passed.

Law Website: Sheriffs been working with Paul Adams on a website. It'll probably be about 5 pages. Sheriff will present it in completed form. It'll be linked to the new County website.

Sheriffs Report: 2 gentleman will be sent to the Police Academy this month (1 corrections & 1 police academy) so it might be a scramble to cover the jail. The jail has been full for approximately 45 days.

Budget Review: 66 percent

A motion was made by Mr. Schaffenacker, seconded by Mr. Rohlfs, to pay the bills as presented for payment. Motion passed.

A motion was made by Mr. Rohlfs, seconded by Mr. Farmer, to adjourn the meeting. Motion passed. Meeting adjourned at 7:15 pm.

Logan County EMA Meeting

Present: Rick Aylesworth; Gene Rohlfs; Scott Schaffenacker; Emily Davenport; Bob Farmer Absent: David Blankenship; Terry Storer; David Hepler

Mr. Aylesworth called the meeting to order at 7:16 pm.

A motion was made by Mr. Farmer, seconded by Mr. Schaffenacker, to approve the minutes from August 6, 2015 as printed. Motion passed.

Mr. Storer presented the August 2015 call report. 911 Dispatch Center:

Air Conditioner - Server Room: Finished.

New World Upgrade: Migrated to the 10.2 with about 4-5 software tweaks still needed. There is a $2,000 final payment being held until completely finished with tweaks.

Yearly Exercise - October 15th is our tabletop and next year will be full-scale. EMA will have drills between now and then covering issue such as writing reports and call handling procedures. This year is a tabletop, and the scenario is multiple tornadoes that hit the main industrial thoroughfare. Next year will be the 10-12 hour full-scale exercise that we'll invite everyone to attend.

EMA Website:
The EMA website will be on the agenda for next month. The initial thought is a basic website that could have a direct live link to the National Weather Service for a live weather update.

Channel 20: The Illinois Governor is being sued over a pass-through for charges on cellular surcharges. January 1 will start collecting cellular and landline surcharges. EMA received its last 90 day check until a State budget is passed. The State of IL collects money from EMA to run the Congress Commission and IL State Police. EMA is fiscally sound for right now; all of the bills are still getting paid.

A motion was made by Mr. Rohlfs, seconded by Mrs. Davenport, to pay the bills as presented for payment. Motion passed.

A motion was made by Mr. Schaffenacker, seconded by Mr. Farmer, to adjourn the meeting. Motion passed. Meeting adjourned at 7:26 pm.

Logan County Ambulance Meeting

Present: Rick Aylesworth; Dave Hepler; Gene Rohlfs; Emily Davenport; Scott Schaffenacker Absent: David Blankenship

Mr. Aylesworth called the meeting to order at 7:27 pm.

A motion was made by Mr. Farmer, seconded by Mr. Schaffenacker, to approve the minutes from August 6, 2015 as printed. Motion passed.

Mr. Siltman presented the August 2015 call report. There were 406 calls in August. 3,439 calls for the year-to-date . Mr. Siltman reported the Quarterly Budget report.

A motion was made by Mr. Schaffenacker, seconded by Mr. Rohlfs to approve the bills as presented. Motion passed.

Vehicle Status Report - The ambulance is not back yet; EMA is still working with a loaner ambulance. The other 4 ambulances that belong to Logan County are in good working order at this time. The new ambulance is due to Foster within the next three weeks, where it will be prepped with an estimated delivery date from Foster to EMA in October. Concerns over buying new versus buying used repair costs were discussed.

Logan County Coroner Meeting

Mr. Aylesworth called the meeting to order at 7:40 pm.

A motion was made by Mr. Schaffenacker, seconded by Mr. Rohlfs, to approve the minutes from August 6, 2015 as printed. Motion passed.

Old Business:

1. Mr. Thomas presented the August call report.
There were 26 deaths, with 2 transports that were for autopsies . Both autopsies showed accidental deaths. The other 24 calls were hospice, ER, and home death.

2. Chris Sprague and Jeremy Barrow attended the Fall Coroner Conference in Collinsville . The bill for that endeavor was presented at this meeting.

3. The new vehicle from the Sheriff should be up and in good running order. Chris has finished the 2004 Crown Victoria .

New Business:

1. A fuel tank on the older 2004 has begun leaking. Mr. Thomas will ask the Sheriff for a spare fuel tank.

2. Mr. Thomas received a prison reimbursement check for $1,790 for Mary Mueller.

Mr. Thomas presented the summary of expenses. He spoke about having to shift budget funds from one line item to another to stay within the bottom-line .

A motion was made by Mr. Farmer, seconded by Mrs. Davenport, to approve the bills as presented for payment. Motion passed.
